Performance Incentive Funding • Initiative created by the 80th Texas Legislature • THECB directed to develop methodology to allocate $100 million in FY 2009 to: • Institutions for improvements in degrees awarded weighted for critical fields and at-risk students • Reward institutions that graduate more transfer students • Encourage institutions to bolster advising and tutoring programs to assure more at-risk students achieve • Funded by a separate appropriation • $80 Million for incentives • $20 Million for Top 10 Percent Scholarshps
FY09 Incentive Funding • UTSA received $4,984,867 or 6.2% of the total available to academic institutions. • UT System schools received 35.7%. • UTSA received 17.4% of the UT total amount. • Based on: • Percentage Improvement in # of degrees produced: increase in average number of degrees awarded in 2 most recent years (2007 and 2008) compared to the preceding years (2005 and 2006) • Degrees Produced: average # of degrees awarded (2006, 2007 and 2008)
At Risk Students At-risk includes student who: • received Pell grant at any time during last 10 years • enrolled as 1st time undergraduate at the age of 20+ • enrolled as part-time (i.e. less than 12 hours), first-time undergraduates within the last 10 years; or • earned a GED within the last 6 years or had an SAT/ACT score less than the national average.
Weighting Factors The specific weights assigned are: • Non-critical field/Not At-Risk Student – 1 point • Non-critical field/At Risk Student – 2 points • Critical field / Not At Risk Student – 2 points • Critical field/At-Risk Student – 3 points

Critical Field • Those areas identified in Closing the Gaps • Computer Science • Math • Engineering • Physical Science • Nursing / Allied Health • Teachers (includes only those students who have obtained State Board for Educator Certification) – only one with a quality measure
