  1. Texas SET Update to RMS Retail Market Subcommittee Meeting October 11, 2006

Accomplishments • Protocol Revision Request 693 • Adds clarifying language in Section 15 to reflect the two hour timing for priority move-ins to be implemented with TX SET 3.0, which the ERCOT Board approved with PRR672 as Phase 1 (High Priority). • Sections 15, 19, and 24 were also revised to bring all transactions and processes current with the implementation of TX SET version 3.0.

Accomplishments • Retail Market Guide Revision 042 – • Discussed RMS additions and recommendation from the September 13, 2006 meeting. • Discussed ERCOT’s recommendation and comments at TX SET’s October 4, 2006 meeting. TX SET did not totally agree with all the comments recommended by ERCOT, for example ERCOT will only use NAESB to transmit outbound Customer Billing Contact Information, therefore no consensus was established where TX SET could provide a recommendation to RMS in support of ERCOT’s comments.

Open Action Items Timeline • October 19 – PRS Open Meeting • PRR 693 for Sections 15, 19, and 24 changes submitted for PRS approval • Update Retail Market Guide Appendices F2, F3, and F4 to include in the spreadsheets the information necessary to comply to the new POLR Rule effective January 1, 2007. • Market Issue: Processing Large Volumes of 814_20 Transactions • Continue to discuss and investigate short-term solution based upon best resolution for the market, cost and benefit, impacts to Market Participants and ERCOT, along with speed to implement into production. ERCOT investigations to be completed by October 25, 2006 TX SET meeting. • Following Short-term recommendation, TX SET plans to piggy-back off the 814_20 short-term solution to improve overall 814 transaction processing as a long-term recommendation. Currently ERCOT’s systems were designed to process 100,000 814 transactions daily where large volumes of 814_20’s along with all other 814 transactions have exceeded that threshold. The long-term solution may require a TX SET Release to implement because of changes to the processing of TX SET 814 transactions and their functionality. • Provide 814_20 Short-term recommendation for Large Transaction Volumes to RMS at the November 8, 2006 Open Meeting • Update Swim lanes/Transaction Process flows to bring them current with TX SET v3.0– website link: http://www.ercot.com/mktrules/guides/txset/2.1/sw.html
