What is a CAIR or CAMR Permit? • The portion of the title V permit that contains the CAIR or CAMR applicable requirements • Should be a complete and separable portion of the title V permit • All CAIR requirements will be contained in one portion of the title V permit; CAMR requirements in another portion

  3. What Sources are Requiredto Have a CAIR or CAMR Permit? • Any CAIR or CAMR source required to have a title V permit must have a CAIR or CAMR permit • Not required to have a title V permit? No CAIR or CAMR permit required either

  4. Who Administers the CAIR and CAMR Permits? • The title V permitting authority administers CAIR and CAMR permits • Under CAIR and CAMR, the title V permitting authority administers CAIR and CAMR permits regardless of whether a State has an approved CAIR SIP or CAMR State plan • So, the title V permitting authority always receives CAIR and CAMR apps, acts upon them, and administers the CAIR and CAMR portions of the title V permit

  5. When Must CAIR and CAMR Permit Applications be Submitted? • For CAIR NOx Annual and CAIR NOx Ozone, 18 months or such lesser time before January 1, 2009 • For CAIR SO2 and CAMR, 18 months or such lesser time before January 1, 2010 • Renewal apps submitted with the title V renewal application

  6. A Complete CAIR or CAMR Permit App Consists of: • Identification of the CAIR or CAMR source • Identification of the units subject to CAIR or CAMR • The CAIR or CAMR standard requirements

  7. What Do the Standard Requirements Say? • Permitting requirements • Monitoring, reporting, and recordkeeping requirements • Allowance holding requirements • Excess emission requirements • Recordkeeping and reporting requirements

  8. CAIR and CAMR Permit Content • CAIR and CAMR permits contain what is in the CAIR and CAMR permit applications: • Identification of the source • Identification of the units • Standard requirements • Most CAIR and CAMR permits will closely resemble other CAIR and CAMR permits • No allowance allocations in the CAIR or CAMR permit

  9. CAIR-CAMR Permit Issuance Deadlines and Permit Terms • CAIR and CAMR portions of the title V permits are incorporated into title V permits in accordance with the permitting authority’s title V regs • CAIR and CAMR permit terms coordinated with the overall title V permit term

  10. CAIR and CAMR Permit Mods • Incorporation of CAIR and CAMR requirements into existing title V permits governed by permitting authority’s title V regs • Modifications to CAIR and CAMR portions of title V permits also governed by permitting authority’s title V regs
