ETF - GENDER EQUALITY • The ETF Women’s Committee: • Founded in 2001 by decision of the ETF 1st Ordinary Congress • Role: policy making & dealing with all gender equality matters in the ETF • Includes: • 12 members elected by the ETF Women’s Conference • One representative nominated by each ETF section (8 total) / elected by the sections at the last section meeting before the Congress • Represented in the ETF decision making bodies: • ETF Executive Committee – 6 elected women’s workers reps • ETF Management Committee – 1 elected women’s workers reps • An ETF woman vice-president • Meets • Women’s Conference – once every 4 years • Women’s Committee – twice every year European Transport Workers´ Federation
ETF - GENDER EQUALITY • The ETF Gender Equality action plan 2005 - 2009 • Based on the following observations vis-à-vis the SITUATION OF WOMEN IN THE TRANSPORT INDUSTRY: • increasing participation of female labour force in transport (technology progress reduces the heavy physical workload opening new opportunities for a more gender balance workforce participation; restructuring of male-dominated sectors in parallel with the emergence of new sectors and companies such as logistics were women workers are predominant) • de-segregation due to a mixture of reasons (elimination of stereotypes; shortage of skills – ex. maritime; attractiveness of cheap labour; policies and legal frames that encourage equality in the workplace) European Transport Workers´ Federation
ETF - GENDER EQUALITY • The ETF Gender Equality action plan 2005 - 2009 However... • Female transport workers tend to be concentrated in low quality jobs (ex. more flexibility less socio-economic rights; unpaid work) • discrimination (access to employment, career opportunities, pay); work-life balance (unfriendly working hours and impact of career breaks on professional life); health and safety – remains male focused • job opportunities for women occur in poorly unionised sectors / companies • Working patters – flexibility! Today’s flexibility for some = tomorrow’s flexibility for all! • the transport industry does not adapt to the needs of women transport workers (lack of investment in the workplace) European Transport Workers´ Federation
ETF - GENDER EQUALITY • The ETF Gender Equality action plan 2005 – 2009 Too vast – 10 priority areas varying in relevance • Better knowledge on the situation of women transport workers • Act at the level of ETF sections – stimulate all sections have gender initiatives & better disseminate gender equality best practice in transport (ETF – CER project / can this be replicated at the level of other sections) • Assists the ETF affiliates towards organising women transport workers • Improve participation of women transport workers in the ETF life & at the trade union level (union leading bodies) • Information campaign on EU gender policy and legislation • Assists affiliates improve gender equality at workplace No follow-up and evaluation responsibilities European Transport Workers´ Federation
ETF - GENDER EQUALITY • The ETF Gender Equality – based on the past action plan, the future one gains focus Main actions / activities: • The ETF gender equality section tour & the country visits – revealed that the problems are at workplace (health & safety, quality of jobs) => focus of the future AP on national / union / company levels rather than on the European level • Study by the Dublin Foundation on gender related trade union initiatives – revealed that only 11 (7 countries) out of 250 ETF affiliates took such measures to improve workplace equality between men and women => hence the focus of the AP unions’ responsibilities rather than on the ETF’s • ETF project on “Mobilising trade union action on gender equality in transport” – revealed that women activists expect unions to do more re gender mainstreaming in collective bargaining; ETF to assist with training guidelines on gender sensitisation & on addressing / preventing violence in the workplace European Transport Workers´ Federation
ETF - GENDER EQUALITY • The ETF Gender Equality action plan 2009 - 2013 • The basis • From the European level to the workplace level • Unions are urged to act to better represent the specific needs and better defend the rights of a growing number of women workers in transport • ETF will provide support for the unions • ETF will act in two areas: training & workplace violence Three main areas of action • Better representation of women in the trade unions / a task for the ETF affiliates • Training and tools for the ETF affiliates – a task for the ETF • ETF guidelines to prevent and / or address workplace violence – a task for the ETF Monitoring, evaluation, measures (sanctions): ETF Women’s Committee & ETF Executive Committee European Transport Workers´ Federation

Area of action - Better representation of women in the trade unions / a task for the ETF affiliates • Proposed measures • By 2013, affiliates to achieve a proportional women’s representation in trade union decision-making bodies • Affiliates to set up gender equality bodies • Gender mainstreaming at the level of collective bargaining European Transport Workers´ Federation

Area of action - Better representation of women in the trade unions / a task for the ETF affiliates • By 2013, affiliates to achieve a proportional women’s representation in trade union decision-making bodies How • By setting up gender equality plans (specific objectives; a timetable to achieve these objectives; clear follow-up) • Monitor gender trends in both labour force & union membership • Developing mentoring programmes for women in decision-making bodies Monitoring, evaluation, measures (sanctions): ETF Women’s Committee & ETF Executive Committee European Transport Workers´ Federation

Area of action - Better representation of women in the trade unions / a task for the ETF affiliates • Affiliates to set up gender equality bodies How • Debates on the structure and composition of such bodies • Setting them up • Set up gender equality plans of action ETF support measures: • Fostering exchanges of information and experience (seminars, conferences, workshops) Monitoring, evaluation, measures (sanctions): ETF Women’s Committee & ETF Executive Committee European Transport Workers´ Federation

Area of action - Better representation of women in the trade unions / a task for the ETF affiliates • Gender mainstreaming at the level of collective bargaining • How • Achieve balanced representation of women in negotiation bodies • Training in equality issues • Preparing guidelines to cover the negotiation process – cooperation with gender equality responsible officers ETF support measures • Organise events to combine training & exchange of experience • Data-base of tools for negotiators • Dissemination of initiatives (ex: web-page) European Transport Workers´ Federation

Area of action – training & tools for the ETF affiliated unions / a task for the ETF • Objective - to enable ETF affiliates to carry out the aforementioned objectives • How • Organise events for trade union officials in charge with gender equality to combine topics such as training & exchanges of experience (communication, negotiation of collective bargaining) • Compile a data-base on tools for collective bargaining negotiations European Transport Workers´ Federation

Area of action – address workplace violence / a task for the ETF • Objective – provide a coordinated approach meant to reduce occurrence of violence against transport workers • How • Run a survey amongst affiliates to collect information about existing policies – sector, union, company levels • ETF will develop a minimum set of recommendations on a company policy against violence + guidelines for affiliates on how to implement this policy at company level / EWCs to be involved European Transport Workers´ Federation
