Startup Notification Report • A periodic report by each responsible contractor to identify future nuclear facility restarts and new starts that: • specifies a recommendation for an ORR or RA or routine startup, and • proposes the Authorization Authority; • describes the facility; • Discusses background of start up in sufficient detail . . . • Detailed Procedures in Contractor and local DOE/NNSA Directives. 3M May 2005 Revision

SNRs • Requirements - • Submitted Periodically (DOE sets periodicity - recommended quarterly) • Must project ahead 1 year • Must report all newly identified startups • Must update previously reported events • Approved by DOE (Authorization Authority) • Must forward to CSO, PSO, LPSO, and EH 3M May 2005 Revision

SNRs • Content Recommendations: • Description of Facility/Program Work/Activity; • Reason for non-operation; • Date of last operation; • Proposed type of review; • Justification for review type selected; • Proposed Authorization Authority. • Don’t Start Until Decision is Made . . . 3M May 2005 Revision
