  2. Objectives • agree on a quality tool to assess a YP (content), to be suggested to NSOs in the ESR • identify criteria/standards/indicators to fill the content of the tool • get to know other tools already in use in some NSOs

  3. Aiming for good quality is a stupid idea. The only thing that counts is your quality getting better at a more rapid rate than your principal competitors Tom Peters

Quality • Quality is about customer satisfaction • Everyone in an organisation is responsible for quality (though lead comes from the top) • All aspects of a product or service contribute to the customer's perception of quality - even those over which the organisation has little or no control • Delivering poor quality not only leads to lost business/service/members. It also costs money. The pursuit of quality is a journey, not a destination

Quality in Scouting • Quality in Scouting must not been another ‘trendy idea’ that is overtaken by the next idea. • It must become the way we work. • Everything we do must be high quality – all the time. • Quality is like the old joke about the elephant - it is hard to describe but you certainly know it when you see it • It could also be explained as ‘what the best do better’

Quality in Youth Programme • Even more important! • We are talking about our “product”… • …and we are dealing with real people, their education, their future, their lives, their happiness • Quality in YP = Q.design (content) + (Q.dissemination) + Q.implementation • Quality in Youth Programme means: • Quality on the Objectives (Why) • Quality on the Activities (What) • Quality on the Scout Method (How)

  7. How to enhance quality in NSOs? • Some NSOs already have a system in place and produced some tools or methods, namely to assess implementation: Ireland, Iceland, France (SdF), Belgium (Les Scouts), Slovakia, Australia, Canada… • How can we pursue Quality in the Youth Programme we design for our NSO?

Some questions • Is the YP balanced in terms of the 6 areas of development? • Does the YP encourage the use of all the elements of the Scout Method? • Does the YP provides opportunities for Youth Participation? or to develop leadership? or to raise gender awareness? or to develop community work? or... • …
