Situation in Japan Compulsory Education (Law) Mentioned about Children with intellectual disabilities, 1979 Special, but Exclusive Education (Approach) Visually: 71 schools, Hearing: 104 schools, Physically: 197 schools, Intellectually: 543 schools Sickly: 91 schools Total: 1,006 schools Where do CWDs learn? (Situation) Special need education school: 60,000 CWDs (0.56%) Special need class at Special need education school: 45,000 CWDs (0.42%) at Ordinal school: 124,000 CWDs (1.15%)

The state shall: “Promote, with special care, the educational and economic interests of backward classes or areas” Compulsory Education National Ordinance for Compulsory Primary Education(Draft) in Education Sector Reforms, Action Plan 2000-2003 “Only mentioned about sickly children, not CWDs” National Plan of Action(2006), National Policy for PWDs 6. Promoting Inclusive Education for children with Special Education Needs Goal: “Inclusive Educational opportunities are available to large number of children with moderate and mild level disabilities from kindergarten to class 10 in cost effective ways.”

To make a program and plan of campaign in collaboration with ten schools, selected both in public and private sectors. 2. To implement the preparatory campaign of awareness raising among children and students at ten selected schools. 3. To revise a program and plan of campaign 4.
