Metropolitan Sewer District Greater Cincinnati Water Works Utility Partners in Development April 15, 2005
What Do We Know About Your Citizens and Our Customers? • 72% are homeowners; 28% rent • Most important thing we can provide is clean, safe, uncontaminated water • 64% would be willing to pay more for increased water quality • 74% interested in additional environmental protection, despite cost to them
We’re in the Public Health/Safety Business • Subject to regulatory compliance by EPA • Safe Drinking Water Act (GCWW) • Clean Water Act (MSD) • 50% of Hamilton County residents think these regulations are about right • 38% don’t think they’re strict enough
Our Role in Development • Concern about public health/safety issues is sometimes perceived as obstructionist • Full partners in economic vitality of region • Utility viability depends on core customer base and strong infrastructure investment • We want to provide excellent water and sewer service
For New DevelopmentsIs There a Sewer Available? • If no, • Can you build one? • Can you wait? • If yes,
Does the Sewer Have Capacity ? • If no, • Can anything be done? • Can you wait? • If yes,
Is the Sewer Upstream of a CSO/SSO ? • If no, • Good to Go • If yes, • Credits • CSO – Detention (in City or Tributary to Combined Sewer)
Is There a Gravity Solution ? • If yes, • Good to Go • If no, • Pump Station (Public or Private) • Low Pressure Force Main
For New DevelopmentsH2O follows sewer • GCWW – already heavily invested (i.e. large transmission mains) • Water main must be extended to cover all frontages • Extend entire project or minimum 500 feet • GCWW will furnish material in existing right of way • Application process – automated, 1-stop shop in City
Water Capacity Issues • Impact on existing customers- modeling and flow tests • What are needed fire flows? • Minimum residential 750 GPM @ 20 PSI • Based on discussions with fire dept., insurance service charts, or calculation
Water – Give Us a Loop • Why ? To sustain pressure, fire flows, circulation of water for better water quality, for operation outages (breaks and leaks) • 90 (lots/buildings) or less – single feed okay • More than 90, need additional loop • GCWW will furnish piping materials in existing right of way
For “New” Redevelopments • If Upstream of CSO/SSO Credits • If Upsizing Water Meter Financial Credits
Other Considerations • Building Over a Sewer • Cut and Fill Permit • Section 514
Redevelopment – Water Issues • Get in early with concept plans and application • Evaluate existing water mains and branches • Upgrade water mains and branches is typical • In right of way we’ll furnish fire hydrants and pipe pipe approx. 40% of total cost of main installation • Again, we’re always looking for loops
You’re not finished yet ! • Ohio EPA requires 10’ separation between water and sewer mains • Bonding and letter of intent • Various submittals and easements • Everything laid out at preliminary application process…..just need follow through
Partnering for Solutions • In 2004, $853 Billion spent to maintain, improve, or modernize infrastructure in US • The further we spread, the more we need • As federal deficits grow, burden falls to local government • We want to be part of your team • Help us to help you. Communicate early and often
