3. Message 1: the right preparation • Telling the story of Walsall is crucial. • Priority indicators need to be set in the context of the locality - SCS. • We need a rationale underpinned by as much hard evidence as possible – Black Country Study • The GO will need evidence as to why each of the 200 targets will or will not form part of the LAA.

4. Message 2:the right cross cutting Focus • Need to focus on the individual priorities/ priority targets and their cross cutting impact • The joined up/ collective focus needs to generate the most meaningful impact • All this places less emphasis on the current block/theme based approach • Do everything to avoid Silo thinking

5. Message 3:The need for engagement & project planning • An LAA without blocks which seeks to maximise the cross cutting benefits will require more broad based engagement • The White Paper requirement for a range of agencies to have a duty to co operate will in some cases require new arrangements for consultation, buy in and negotiation,

6. Message 4:Securing the right contributions • Locality leaders need to confirm they have key partner agreement, • to making a specifiable and quantifiable contribution to delivering the agreed priority improvement targets.

Message 5:getting the sequence right • It’s more important to resolve/ agree local priorities first and link with indicators later. • Recognition that priorities are likely to evolve from current LAAs • The national indicator set can't be signed off until (after CSR) so maybe late October early November

Message 6:what will the new LAA look like • Indicators will be outcome based and have single rather than multiple targets • Out of the 200 national indicator set a maximum of 35 indicators (plus the 18 DCFS) will have in year and 3 year targets. • In addition data will be collected and reported on for the remaining national indicator set.

An overview of the time table • Sept/Oct: develop local strategic collective view on the top 35 priorities for Wolverhampton, underpinned by clear rationale and hard evidence. • Sept/Oct: Develop rationale and implications for handling LAA resource, including pooled funding methodology. • November: Regional road show to discuss LAA, guidance pack and implementation arrangements

An overview of the time table • September / October: for each of the 35 (+18) Walsall priorities, begin to develop specific quantifiable baselines and 3 annual targets with clear rational and methodology for each, relating these as much as possible to the emerging national indicator set. • November: Refinement of 35 improvement targets • Early December: High level transitional review between Walsall and GOWM that takes in account mid year review / outcome based risk assessment and frames the basis of the detailed negotiation on the 35 priority indicators.
