FY14 Funding • For SBA, the President’s FY2014 Budget request represents a 12% reduction over FY2012 enacted level – currently, SBA is funded at FY2012 levels minus the required sequestration cuts of about 5%. • The U.S. Department of Agriculture and the Department of Treasury’s CDFI Fund are operating under the same conditions. • The House and Senate Appropriation’s Committees will meet over the next eight weeks to begin the process of drafting FY2014 spending bills. • CAMEO’s DC Team has been meeting with the Members of the Appropriations Committees through the spring to discuss the importance of microbusiness lending and business assistance programs.

FY14 Funding The President’s FY2014 Budget also included a number of additional requests: • A request to waive all fees on 7(a) loans under $150,000 – this includes Community Advantage loans • A $7 million request for the creation of a streamlined loan application and system (“SBA ONE”), data tracking and evaluation system • $40 million for the SBA’s Emerging Leaders Program (initially launched in 2008, no funding in previous fiscal year) to provide business assistance for established businesses looking to grow • CAMEO’s recommendation is to ensure existing business assistance programs receive sufficient funding before new programs are created.

  5. WIA “Starting a business is job creation” • Performance measure fix to allow the self-employed to be counted is a top priority for CAMEO. • In 112th Congress, Rep. Lois Capps (D-CA) introduced legislation that would direct DOL to establish guidelines for OneStop career centers to count those who start their own business as a “success,” thus incentivizing OneStops to provide entrepreneurship training. Current Status • Rep. Capps committed to re-introducing in the House – CAMEO seeking a Republican co-sponsor. • In the Senate, Senator Ron Wyden (D-OR) and Mary Landrieu (D-LA) are interested introducing similar legislation.

WIA Workforce Investment Act Reauthorization – An Update • The original legislation expired in 2003; it has not been reauthorized since, but extended each year via appropriations bills. • In March, the House passed the SKILLS Act (H.R. 803), which would combine nearly all of Department of Labor’s jobs training programs into a block grant to states to operate job training programs. • The Senate has begun preliminary work on a WIA reauthorization draft.

SEA Self-Employment Assistance (SEA) as an Alternative to Traditional Unemployment Compensation • In 2012, new guidance and $35 million was set aside for states to establish self-employment assistance programs. • Grant application deadline is currently August 13, 2013. • Some states are struggling to meet deadline given each state’s legislative and budget calendars (legislation is required to request grant funding). • Additional burden: some states have shown unwillingness to establish an SEA program due to cost, etc.

  8. SEA Current Congressional proposal • Extends the application deadline by six months and requires states to “express interest” during those six months. • Once the six month window closed, grant funding would be distributed between those states that expressed interest and successfully applied. • Currently, the formula is designed to distribute funds based on the percentage of a state’s relative population.
