TV CSG FUNDS ARE DIVIDED INTO THREE CATEGORIES Definition Calculation • Directed funds typically used to support specific groups of stations • Distance Service Grant • Local Service Grant • Overlap Program Differentiation Incentive • Varies by program Special Grants/Funds Incentive Grant • Variable matching funds based on NFFS and given to all grantees • Incentive Rate of Return x Two-years Prior NFFS • Flat grant given to all qualifying grantees • .11% of appropriation($440K per qualifying grantee in FY 2007) Base Grants

PBS DUES ARE BASED ON A LARGE NUMBER OF VARIABLES … while PBS dues calculations rely on many variables CSG calculations use 3 variables… • NFFS • Number of transmitters • Total federal appropriation • NFFS • CSG amount (excluding Local Service Grants and Distance Service Grants) • Population (i.e., Grade A, Nielsen DMA, Census) • Number of transmitters • National production funds • Program participation (based on PDP%, delay) • PBS institutional promotional • PBS assessments budget (for NPS, MSA and other) (NPS formula has 3-year averaging)
