  3. History 1997: Lufthansa recommendedexpansionof Frankfurt airportdue to an expected lack ofcapacity 1998: Prime ministerofthestateof Hesse initialized a mediationprocess 1998 - 2000: Mediation

  5. Mediation process Duration oftheprocess 15 month. Mediation groupconsistedof 3 mediators 4 representativesoftownsandcities 4 representativesof NGO 2 representativesofeconomy 1 representativeeachofairport, Lufthansa, ATC, Federal Ministryof Transport, HessianMinistryof Environment, HessianMinistryof Transport, Board of Airline Representatives in Germany andhad 24 meetings. Threeworkinggroups ‚Traffic‘, ‚Ecology, HealthandSocialMatters‘ and ‚Economy‘ met 35 timestopreparediscussionsanddeciasionsofthemediationgroup. 20 studieswereassignedand 15 hearingscarried out.
  6. Mediation process - results Resultofthemediationprocess was an agreement on expansionoftheairport optimisationoftheexistingsystem antinoisepact (packageofmeasures for noisemitigation) nightflightban (23:00 to 05:00 hrs) continuationofthedialogueprocess in the so called Regional Dialogue Forum

  9. Regional Dialogue ForumRegionales Dialogforum - RDF Consistedof 33 members: representativesoftownsandcities, NGOs, industrie, airport, airlinesandairtrafficcontrol, churches, unions met 57 timestodiscussaboutanddecide on outcomeoftheprojectteams‘ work

Regional Dialogue ForumRegionales Dialogforum - RDF Fiveprojectteams Anti Noise Pact Optimisation Ecology andHelath LongtermPerspectives had 149 meetings;additional 140 meetingsof different workinggroupstookplace. 19 studieswereorderedand 20 hearingstookplace. A Citizen‘sAdviceBureau was builtupas a liaisonagencyandinformationcenter.

(Opening soon.) NORAH (Noise-Related Annoyance, Cognition, and Health) study on effectsofaircraft, railwayandroadtrafficnoise on cognitionofchildren, healthandqualityoflife studyisrunning, resultstobepublished end of 2014
  19. Forum Airport and RegionForum Flughafen und Region (FFR) Current tasks (continued) Development ofcriteria for grantingof a Regional Fund. (The Hessianstategovernmentprovides a budget of 265 million Euro a so called Regional Fund – ‘Regionalfonds’ for enhanced measures, particularly for passive noise abatement.) The suggestion of FFR is to give 60 per cent of the funds to private households and 15 per cent to public facilities (schools and kindergartens) for noise insulation and 25 per cent to towns and cities for community development.
