Indonesian Electronics Industry:An Educational Perspective Onno W. Purbo Inter University Center on Microelectronics ITB FAX 022 214417
Outline • Vision • Overview of the electronics industrial processes. • Who will survive in the long run. • What are the industry looking for? • Case Study: Motorola’s Strategy. • Summary.
Vision in Policy Totally Free Market Competition is a must. Incentive for Investors (Customer Oriented in Government Services)
Vision in Technology System on a Chip! (cost effective & robust) Human Resource Development
Major Electronics Subsector Telecommunication Some even have its own R&D Consumer Electronics
Where to Get Current Data Internet!!! http://www.iptek.net.id PUSDATA DEPRIN http://www.inn.bppt.go.id
Define System Specification Design Process System Design. Component Design. IC Process Design. Manufacture Process Test & Evaluation R&D & Market Analysis. R&D & using: Data book. Process Parameters. Manufacturing Plant Manufacturing Plant Overview of Electronics Industrial Processes
Trend in Electronics Manufacturing Design at Chip / System Level Surface Mount Technology For Automation
Who will survive in the long run? • Those who have their own design center / R&D. • Those who have the capacity for SMT & rapid manufacture.
How can they survive? • Incentive for Human Resource Development. • Incentive for Investor. • Tax Incentive & Reduce overhead costs.
Investor requirements ..... • Labor (Human Resource) • Land • Utility (Water, Power, Waste Disposal) • Taxes • Efficient & Cooperativeness of Government (Customer Oriented Government - “One stop non-stop policy” in Singapore).
It would be nice if .... • All the required data can be easily obtained. • All the required form and information can be easily obtained. • Think Customer Oriented. • Make the life of Investor in Indonesia a bit easier ....
Role of Government ... • Resource Manager Indonesia Resources & Capacity. • Facilitator Networking & Advertising Agency. • Motivator Regulation & Incentive.
Case Study Motorola’s Effort for Long Term Stay in Indonesia.
Strategic Planning Own Feasibility Study Help Human Resource Development
Helping Human Resource Development • Objectives: • Qualified Technicians / Operators (STT Telkom) • Design Center (Institute of Tech Bandung) • Organization based on the direction of a steering committee (not directed by Motorola).
Motorola’s Activities at ITB • Invest many books & manuals for use by the students in an 24hr open lab. • Invest some equipment for use in some teaching and mostly research activities. • Giving some (currently small) grants for research activities.
Motorola’s Activities (cont’d) • Invitation to seminars for many educational institutions. • Internship program for Indonesian students at Motorola Facilities in Malaysia & Singapore. • Internship program for Indonesian lecturers at Motorola University (Singapore).
What if .... • The regulation and environment in Indonesia is not supportive towards investors in electronics industries. • We are looking at building a: Motorola’s Design Center • Require less people, less capital, hassle free & can be initiated at University.
Some Surprises .... • The quantity of qualified engineers in Indonesia is very small .... • Motorola is trying to find 20 engineers for IC Process ... we cannot provide it! • Most Indonesian electronics “industries” are reseller, operator, assembly, install. • It may be better to send the Indonesian engineers to work in Malaysia & Singapore manufactures.
Summary • An intense competition is a must ... • Government attitude towards customer oriented is a must. • Telecommunication industries is more interesting for local / national market. • Consumer electronics is more interesting for export driven. • Force investors to help human resource development.
Summary (cont’d) • Professionalism in the Indonesian Government. • Professionalism in the Indonesia educational institutes.
