  1. Update on WE-06-02 SPACE-BASED GLOBAL OBSERVING SYSTEM FOR WEATHER

WE-06-02 • Status in September 2008 • A new Vision for the space-based Global Observing System is being developed on the outcome of the WMO Workshop on Re-design and Optimization of the GOS held in June 2007 including: • WMO Expert Team on Satellite Utilization and Products (September 07) • CGMS-35 (November 2007) • WMO Consultative Meetings on High-level Policy on Satellite Matters (CM-8, New Orleans, 15-16 /01/08) • CEOS Strategic Implementation Team (April 2008) • GCOS-WCRP Atmospheric Observation Panel for Climate (April 2008) • International TOVS Study Conference (May 2008) • WMO Expert Team on Evolution of the Global Observing System (July 08) • WMO Expert Team on Satellite Utilization and Products (September 08) • WMO Expert Team on Satellite Systems (September 08)

WE-06-02 • The draft Vision will be submitted for endorsement by the 14th Commission for Basic Systems to be held in Dubrovnik, Croatia, in March 2009. • The final draft Vision is expected to be released soon in order to allow satellite coordinating structures such as CGMS and CEOS to give consideration to it and provide feedback on how they would plan to contribute to the actual implementation of this vision, once it is formally adopted.

WE-06-02 • Points to be highlighted • With reference to the initial objectives listed in the WE-06-02 Task sheet, it should be noted that the Vision foresees, as operational components: • geostationary satellites with improved resolution imagers and IR hyperspectral sounders • sun-synchronous polar-orbiting satellites in mid-morning, afternoon, and early-morning orbit, with imagery and full IR and MW sounding package • a constellation of low Earth orbit satellites of various inclinations, with GPS radio-occultation sounders

WE-06-02 • other components that will equally serve the Weather and the Climate SBA ( global precipitation , ocean surface altimetry, ocean surface wind by scatterometry and MW imagery). • Other components specifically defined to monitor climate on an operational basis (Earth Radiation Budget, atmospheric chemistry) • The observation of 3D fields of horizontal wind by space-based lidar is still at a demo stage and its possible transition to operations will be considered in the light of the demonstration mission.
