Relationships with SLAC Organizations Supporting the LCLS • Interfaces formally defined • SLAC ES&H – MOA in preparation • SLAC/LCLS Pre-construction Review Process • https://www-lcls-internal.slac.stanford.edu/projectspace_L2/QA/Documents/PRE-ConstructionChecklist.pdf • Accelerator Readiness Process • Operations/studies/shutdown long-range schedule • D. Schultz is LCLS representative on schedule group, chaired by J. Seeman
LCLS Commissioning/Operations Working Group The working group will: • Be responsible for ensuring completion of the Safety Assessment Document • Address Accelerator Readiness preparations, including • Verification of hazard controls specified in the Safety Assessment Document • Orderly handover of operations control of LCLS systems to the Operations Group • Orderly handover of maintenance responsibilities for accelerator hardware to appropriate target groups at SLAC • Provide commissioning/operations plans and milestones for each stage of accelerator commissioning • Coordinate the creation of software applications to facilitate commissioning and efficient operation The working group will be made up of representatives nominated from each Directorate of the lab… Ultimately the LCLS Safety Assessment Document and readiness process must encompass the x-ray transport, hutches, and other x-ray experimental equipment in the LCLS Project scope. For now, however, I ask that you focus on commissioning of the electron beam and undulator systems.
Injector Commissioning Readiness • Safety considerations integrated with technical design reviews • SAD available online- • https://sharepoint.slac.stanford.edu/sites/LCLS%20Document%20Storage/01%20-%20LCLS%20Systems/ProjOffice/esh/safetyassessdoc/default.aspx • ARR chair, Frank Kornegay
LCLS Integrated with SLAC SOP • Shutdown work scheduling • Integrated schedule for all work (LCLS, PEP-II, BaBar) • MFD staffed up to meet LCLS needs • LCLS installation/integration personnel interface to SLAC area managers, building managers, system managers • Commissioning • Full use of Accelerator Systems Division SOP • Operations safety approvals, Scheduling repairs, etc. • LCLS Physics Group plans studies & hardware test activities • Lab Director guiding handover process
Interface to Controls/Power/Electronics • H. Shoaee plays a key role as head of SLAC Instrumentation and Controls • Posting a LCLS Deputy position – in budget
More Key Interfaces • LUSI • Interface group inaugurated • Clearing house for SLAC interfaces • Steve Williams, LCLS Ombudsman • SLAC Director’s Project Management Oversight Group • Monthly reviews
Lowell Klaisner, chair Tom Elioff Jeff Atherton Jim Krupnik Jerry Jobe John Seeman
Turner Contract • Contract format was very successful for LBNL Molecular Foundry • Fixed Turner CM/GC fee • Bidding phase • SLAC/DOE approvals of accepted competitive Trade Bid Packages fee amounts • Construction phase • Turner functions as GC, “holds the paper”
Turner Contract • Trade Bid Packages • Based on 30 % design cost estimate at formation (Oct-05) • Turner final FFP contract value • Based on SLAC/DOE approvals of accepted competitive Trade Bid Packages and fixed Turner CM/GC fee amounts • Revised total estimate to complete the Turner Contract ~ $89.5 million( includes subcontracts, no contingency)
Bid Package (BP) Reviews • All scopes, pricing, competition results and VE considerations reviewed before acceptance • One-on-one meeting with Turner contractors held in several areas • Turner publicly announced all BP opportunities, pre-qualified firms and worked with SLAC in challenging unfavorable BP results
