Procurement Strategy • Leverage the existing personnel, commodity expertise of the Procurement Staff, in concert with the existing automated requisitioning, work-flow, and procurement systems to effectively/efficiently support the LCLS project • To the greatest extent possible, utilize a competitive, best value, source selection strategy and firm fixed-price contract awards. • Structure milestone/phased payments to mirror LCLS funding profile LCLS Overview Project Review November 15, 2004

Procurement Planning Involvement • Procurement is an active member of LCLS project Management Team • Procurements which are on, or impact, the project critical path have been identified • Policy established requiring Solicitation Milestone Plans for all Procurements >$100K, or on Critical Path • Have requested from the Spallation Neutron Source, Procurement Office, the Procurement Schedule & Status Report (PSSR) software system to monitor project advanced procurements plans and procurement status. Current Activities • Preliminary Procurement Milestone plans have been prepared for all LCLS Significant Procurements • Advanced Procurement Plans have been completed for long lead-time procurements • Procurement Packages are being finalized for long lead-time procurements • Sources Sought Notices have been published in FedBizOps for Titanium Strongbacks, Undulator Magnets Poles, and Undulator Assembly • Prequalification packages have been issued to prospective suppliers of Titanium Strongbacks LCLS Overview Project Review November 15, 2004
