Competencies Competencies are the skills, knowledge, behaviour and characteristics that underpin effective commissioning PCTs will be assessed against a set of 11 competencies
Competencies • Locally lead the NHS • Work with community partners • Engage with public and patients • Collaborate with clinicians • Manage knowledge and assess need • Prioritise investment • Stimulate the market • Promote improvement and innovation • Secure procurement skills • Manage the local health system • Make sound financial investment

PBC PBC has a couple of problems:
Zero sum game • Cluster Based Systems Management focus: • Reduce emergency admissions and variation in emergency admissions • Reduce outpatient attendances and variation in outpatient attendances • Reduce variation in surgical thresholds • Manage our patients with long term conditions and manage the variations that exist between clusters and practices • Continue to implement the PACEF agenda and ensure allocative efficiency as well as effective therapeutics
