  3. General Responsibilities The Ultimate responsibility for accident prevention is given to management. This means that Commanders At all levels have safety responsibilities. With that said Safety is everyone's responsibility

  4. General Responsibilities • Region Commander • Wing Commander • Unit Commander • Safety Officer

  5. Region Commanders • Region commanders are ultimately responsible for the conservation of CAP resources. • This includes the prevention of accidents that often result in bodily injury and property damage.

  6. North East Region Commanders safety Policy

  7. Wing Commanders • Wing commanders are responsible for providing guidance and assistance as required to ensure that there is an active and effective safety program within all wing units. • They must personally identify with aims and objectives of the safety program but also must publish a dynamic and effective policy.

  8. NH Wing Commanders Safety Policy • Each New Hampshire Wing member completing Level I shall read the National, Northeast Region and Wing Commander’s Safety Policy Letters. It will be annotated on the CAPF 11 that the member has read and understands these safety statements. These policy letters can be found on the Safety Page of the New Hampshire Wing website at: http://nhwgcap.org/safety/ • 2. Each time a CAP Form 5 and or CAP Form 91 check ride is administered; these Safety Policy letters shall be reviewed between the pilot and check pilot. • 3. All mission personnel must attend a monthly safety briefing or accomplish one on the wing safety website (see address above) in order to maintain currency. Anyone not adhering to these requirements will not be eligible to participate in missions until they comply. • 4. THERE WILL BE NO EXCEPTIONS.

  9. Unit Commanders • Unit (group, squadron, flight) commanders must establish a viable accident prevention program within their units to comply with regional, wing policy. • Tailor the program established by higher headquarters to meet the needs of the local unit.

  10. Officers • Commanders cannot delegate their responsibility for a safety program. However, the staff safety officer position has been established to assist commanders. • Safety officers are assigned to administer the unit accident prevention program.

  13. Officer Qualifications • Commanders will fill the safety officer positions outlined in CAP Manual 20—1 • Best qualified personnel available • Will be directly responsible to the commander • Written appointment of safety officers

Officer Qualifications • Within 90 days of appointment, each safety officer shall Enroll in the AFIADL Course 02170, entitled “CAP Safety Officer” or equivalent training. • All New NH WING safety Officers must attend or complete this Safety Officer training. Completion must then be recorded on-line on the NH Wing Safety Pages.

  15. NH Wing Requirements NHWG 62-1 • Unit Safety Officer appointments shall be submitted to NHW / HQ on a CAPF 2a on a yearly basis due in January of each year. • The 2a will include: current mailing address, home, work, cellular, fax and pager numbers, radio call sign and email address (if applicable). • One copy of the Squadron Safety Officer appointment will be sent directly to the NHW / SE and one copy forwarded to the NHW / EXA.

Officer Responsibilities • Command responsibility for a safety program cannot be delegated. • Staff safety officer positions have been established to assist commanders. • CAPM 20-1 outlines the responsibilities of the safety officer in assisting and advising the commander in the management of the overall accident prevention program. • Responsibilities include: • Performing safety surveys • Directing accident investigations and preparing safety reports • Planning safety training programs • Reviewing and analyzing findings of accident reports • Performing safety reporting as required by the Region/Wing Director of Safety • Insure unit compliance with CAPR 62-1 and CAPR 62-2

Education • Commanders and the safety officer must create safety awareness among all personnel of the organization. • Safety Briefings • Commanders and Safety officers must see that unit members receive flying and ground safety briefings at least once a month • Unit Monthly Safety reports are to be filed locally and a quarterly report must be submitted to the Wing SE • Wing Safety reports and are to be submitted to Region SE quarterly

  18. New Hampshire Wing 62-1 Supplement • Squadron safety briefings will be performed monthly, recorded and maintained at the squadron. The monthly briefings will be combined into a report and submitted quarterly directly to the Wing Safety Officer, to arrive no later than the 5th of each month following the end of the quarter. The quarterly report will include an overview of the quarter’s activities and any pertinent information. A roster of the individuals who attended the safety briefings will be maintained, recorded and filed in the unit.   19. New Hampshire Wing 62-1 Supplement • All NHW members are urged to attend a monthly safety briefing and sign the attendance log. • If a member cannot attend a monthly safety brief they can comply with CAPR 62-1 by completing the NH Safety Compliance form maintained in the NHW Web site @ http://nhwgcap.org/safety • or make other arrangements with the unit commander. This on-line form is to be used if a member cannot attend at least one monthly meeting although every attempt should be made to attend these monthly briefings. • By submitting this form, the member is sending a Digital signature and is attesting to the fact that they have reviewed the current safety brief for the month.

  20. New Hampshire Wing 62-1 Supplement • All NHWG Current Pilots must review the National safety letter the Sentinel monthly if available or an aviation related article of choice. Safety briefs are mandatory for all Current Pilot’s and must be recorded on-line on the NHWG Safety Web Site.   21. New Hampshire Wing 62-1 Supplement • FRO’s upon request for a flight release will determine if the Pilot has complied with the monthly Safety brief requirement by asking if they have in-putted the data for the month. • It is the responsibility of each Pilot to comply with this regulation and to enter the data into the on-line system monthly. If at a later time the FRO should determine that there is no entry in the database for the current month the Pilot will be grounded until they comply and a notice will be sent to the Wing Commander. • On-line Report http://nhwgcap.org/safety/_phpforms/pilots/forms/admin/

  22. New Hampshire Wing 62-1 Supplement • Unit Quarterly Reports must be submitted by the Suspense dates • NHW units failing to comply with the monthly Safety Briefing requirements and failure of submission of the Quarterly Safety Report by the assigned suspense dates will have all CAP privileges suspended until such unit complies with this requirement. • It is the responsibility of each unit commander to enforce and maintain the safety program.

  24. Surveys • Commanders, from squadron through wing. Should make sure that an annual internal safety survey is conducted to cover all applicable ground and flight areas. • All unit Safety Officers or unit commanders will conduct an Annual Safety Survey between January and April of each year. A copy of the Squadron Safety Survey report is due to the NHW / SE no later than 05 MAY of each year. All Survey’s will be reviewed by NHW / SE for any discrepancies and a report of the status of the survey’s will be sent to the Wing Commander for record. • Preferred Method for deliver is by email attachment. Word form version of the survey can be found on the NH wing Web Site. If submitting by email signature is not required but must come from the Commander of the Safety Officer.

Identifying Hazards • What Is an Accident • An unplanned, uncontrolled event in which the action, or reaction, of an object, substance, person. or radiation results in actual or potential injury. • An unplanned or unintended occurrence that interferes with a work activity. • A happening that is not expected, foreseen, or in­tended.

  26. Accident Procedures • Accident Classifications • Bodily Injury • Property Damage

Bodily Injury • Bodily injury accidents are those that result in personal injury from such accidents as falls, slips, being struck by an object, or sports injuries • Injuries resulting from aircraft or vehicle mishaps are classified under aircraft or vehicle accidents rather than bodily injury accidents.

  28. Property Damage • Property damage accident is a mishap that is associated with the following • Aircraft accidents. • Ground accidents

  29. Aircraft • Flight • Mishaps involving the operation of corporate or member-furnished aircraft during CAP activities • Ground accidents • Ground accidents involving aircraft with no intent of flight

  30. Vehicles / Other • Ground mishaps • Involving corporate or member-furnished vehicles during CAP activities, including damage to structures such as buildings, fences, etc. • Other • Damage to or loss of other equipment not resulting in personal injury

  32. Accident Reporting • CAP FORM 78 Mishap Report Form • Commanders or their designees must use CAP Form 78 to report all accidents that result in: • Bodily injury. Any injury or fatality to CAP personnel engaged in official CAP functions for which medical treatment is required or any injury or fatality to other than CAP personnel in which corporate liabilities are involved. • Property damage. All flight incidents/accidents or ground accidents that involve CAP operations and result in damage to corporate or private property, or accidents that incur possible liability to the CAP Corporation. This includes private aircraft used on search and rescue (SAR) (USAF-directed) missions. • Supplements to CAPR 62-1 and 62-1

Mishap Reporting • Unit or activity commanders are responsible for completing and submitting a CAPF 78, within 48 hours of the mishap. • Death or Serious Injury • all cases involving death or serious bodily injury arising out of CAP activities MUST BE REPORTEDas soon as possible • Member-Owned/Furnished Vehicles
