Community College Framework Currently no framework for Community Colleges No framework or body in place that integrates formal, vocational Education and the Job market AICTE takes the responsibility to establish NVEQF and Community college framework Provide multi level entry/exit system to enable employment after acquiring employable skills and rejoin the stream as and when required to upgrade qualification/skills. Provide pathways to NVEQF through Community Colleges framework AICTE and MHRD has incorporated recommendations of individuals and organizations that are willing to participate in this and put their shoulder to the wheel in this nation building exercise. Any student in Community colleges can be sure that the institution is Government-authorized and nationally accredited, and that the Competency Skill Diploma (CKD) will be genuine. This framework would link schools, and vocational Education through NVEQF

What each certification level can do The certificate shall ratify the performance of the candidate and the competency acquired. The certification would be a benchmark in itself and would imply that the holder of such certification is a competent practitioner in the respective skill at the level stated. It would also ratify the highest standards of skill that the incumbent has acquired at the respective level With UID implementation, the certification could also be clubbed with the same ID and data pertinent to the individual could be included in it.
Proposed Framework (Entry to NVEQF through requisite School certificates)
Skill Knowledge providers • Register with AICTE for conduct of training modules • Announce the schedule of modules on offer for a calendar year • Register students for the modules • Conduct the modular training • Conduct examination / evaluate the student, award a grade indicating level of skill acquired • Register students for evaluation who have acquired skills on their own • Maintain record of registered students and certificates issued • Send details of students registered, evaluation conducted and the results to regional center or respective Board of Technical Education as the case may be
How the students enroll? • Enrol for Certification levels with an AICTE approved Institutes • Enrol for Competency based skill module with a registered SKP/s • SKP shall evaluate for Skills and issue skill competency credits • Institute shall evaluate for general content, and add skill competency credits and issue certificate at each level (1-5) • On completion of credits required for award of Competency Skill Diploma (CKD) based on competencies, student shall be given the Diploma by the State Technical Board.
Integration of Community College Framework and NVEQF • A student registers with an AICTE approved Polytechnic for a Competency Skill Diploma (CKD) • The student completes the skill modules as required at various certification levels, one level at a time, acquires the necessary credits from the Skill Knowledge Provider/Partner (SKP), and gives them on to the Institute where he is registered for a Diploma. • These credits are transferred to the Technical Board, which compiles the Vocational Skill credits and the Education credits and if all such credits are available as required by the certification level, then the Technical Board shall award the certification at that level. • Certification levels as required will entail the student for the award of a Competency Skill Diploma (CKD)
Integration of Copetency Skill Diploma (CKD) and NVEQF • The candidates may enter the job market after each certification level or may continue to acquire additional credits in part time / full time mode in order to complete the requirements of Competency Skill Diploma (CKD) • In all Five certification levels of ‘Skill and education’ have been identified. • Each level requires 1000 to 1200 hours of Skills and education per annum. • A candidate shall have freedom to drop out at various levels and re register at next levels of Community College framework. He can also progress into NVEQF provided he has the requisite school levels
