TIAS is a state-wide service offering support to tenants with tenancy issues. They provide advice, advocacy, and assistance to maintain tenancies and access housing services.

TIAS is a free state-wide and independent service for: • tenants / members / applicants of: • Housing SA • Housing Associations • Housing Co-operatives • Private Rental Landlords • renters who are on low incomes; and • have problems with their tenancy or landlord.
Tenants Information and Advocacy Service (TIAS)has been: • Established in January 2007. • Initiative of the DFC’s Housing Plan for SA. • Funded by the Minister’s Housing Advice and Community Fund
SERVICE OBJECTIVES: To assist tenants / members / applicants Maintain their tenancies Access housing services Have their rights met and voice heard Access avenues of appeal with housing providers. Know their rights and responsibilities To improve communication between tenants or members and their housing service providers
SERVICE OBJECTIVES • To provide systemic advocacy by influencing state housing policies and practices to improve tenancy conditions. • To educate housing providers and community members and agencies on housing issues. • To contribute to the development of affordable housing policies by research, submissions and working collaboratively with housing peak bodies.
SERVICE PRINCIPLES • TIAS encourages the client to continue their self-advocacy, providing information and advice about policies, protocols and procedures. • TIAS advises the client of both their rights and responsibilities in relation to their situation. • TIAS attempts to ensure that where capable clients have attempted resolution of their issue before becoming actively involved.
SERVICE PRINCIPLES • Working from social justice and empowerment principles, TIAS investigates whether natural or procedural justice has been denied to the client. • TIAS endeavours to work collaboratively with staff of Housing SA, Housing Co-operatives and Associations, Real Estate Agents and Landlords, as well as with the Housing Legal Clinic and Flinders University’s School of Law, so as to achieve the best possible housing outcomes. • Protocols regarding confidentiality and the exchange of information have been established between Anglicare SA and Housing SA.

TIAS always seeks clarification with relevant housing offices on behalf of clients. • TIAS assists clients to prepare for Housing Appeals and Residential Tenancies Tribunal hearings or attends hearings to advocate for clients when they are not able to speak up for themselves. • Considerations for representation will include: • The likelihood of a successful outcome for the client • Whether there has been incorrect implementation of a policy or procedure • The ability of clients to represent themselves • The veracity of a client’s claim
