SCOPE AND MOTIVATION OF THE TECHNICAL PAPER • Little information of the current state of adaptation to CC of transport • Adaptation in transport is becoming familiar topic and is being integrated within strategies • Adaptation has to deal with uncertainties on the expected impacts of CC • Climate may be influential: land use and transport demand • European Topic Centre on Climate Change Impacts, Vulnerability and Adaptation (ETC/CCA) – technical paper • Reviewing current initiatives of adaptation of transport to climate change and need for future actions • Review of relevant research x • Questionnaire to EEA countries x • Workshop with experts MOWE-IT project workshop, Brussels, 2013

  4. 2. LITERATURE REVIEW: RECENT RESEARCH RESULTS • 1. Research on climate change scenarios for 2030, 2050 and beyond • Globally – IPCC WG II 2007 report • EU - FP6 ENSEMBLE, CLIMATECOST project, FP7 EURO4M 2. Research on changes in climate which an impact on transport • Assessment of weather impacts on transport in different locations, or by mode of transport • From spatial planning perspective • 3. Research on the geography of adaptation in the transport system • Different geographical regions – geographical scales • 4. Potential changes in long-term trends in transport demand • Assessment long-term changes in transport demand – i.e. modified tourism flows, day-to-day demand, or user behaviour • Centred in road and air transport • 5. Potential challenges to transport supply activities • Design, construction, operation and maintenance of infrastructure • ICT • Transport operators MOWE-IT project workshop, Brussels, 2013

Questionnaire • To gather an overview of the state of transport climate change adaptation actions in EEA countries and experiences- Questionnaire on March 8th, 2013 until April 17th, 2013. Second period between May and June • Answered by 19 countries in the first period + 4 countries in the second period • Structured in 5 blocks: A. Relevant actions at the national level B. Information and knowledge base at the national level C. Governance and institutional arrangements for adapting transport sector D. Identification of barriers to adaptation in the transport sector E. Potential for EEA action and support MOWE-IT project workshop, Brussels, 2013

Relevant actions at the national level • Transport sector specifically addressed in 9 countries & less detail in 5 additional countries • Adaptation strategies available at Climate-ADAPT platform • Adaptation strategies at sub national level • Not relevant initiatives for revising design and operational guidelines and standards for transport at national level MOWE-IT project workshop, Brussels, 2013

Information and knowledge base at the national level • 5 countries report research programmes: Austria, the Netherlands, France, Germany, & UK • 5 countries develop information and data sharing platforms at the national level (similar to Climate-ADAPT in EU): Austria, Finland, the Netherlands, Switzerland and UK • Limited effort in data & information collection; and expanding knowledge base MOWE-IT project workshop, Brussels, 2013

Governance and institutional issues • Main institution responsible for climate change adaptation in transport: ministry of transport • Road sector: ministry of transport and road agencies • Rail sector: diversified responsibilities among ministry of transport, rail infrastructure agencies, rail operators • 5 countries – information on the distribution of responsibilities: the Netherlands, France, Switzerland, and for rail: Germany and Austria MOWE-IT project workshop, Brussels, 2013

Clarification of what is called “adaptation” of the transport systems 2. Identify the “climate signals” or “early warning signals” 3. Strength exchanges among countries 4. CONCLUSIONS AND KEY AREAS • Boundaries of adaptation in transport - Uncertainty - Improve collection of information - More reliable models • Objectives and actions for adaptation in transport • Identification and implementation of measures – increase the resilience of the transport system: maintenance practices, design standards, etc. 3.
