Outline • System Scope - Proposed Site Plan • System Requirements • Site Work, Utilities and Facilities Construction • Technical Issues and Activities • Planning, Scheduling and Design • Technical Strategies • Goals of the plan by year • Role of outside collaborators
System Scope • Proposed Site Plan
System Requirements • Site Work • Site Drainage • Road Construction • Landscaping • Wetland Mitigation • Space Management • Utilities • Electrical Power • Communications • Chilled Water • Low Conductivity Water • Industrial Cooling Water • Domestic Water • Sanitary Sewer • Natural Gas
System Requirements • Facilities Construction • Below-Grade Construction • Linac Beam Line Enclosure (~2,300 feet) • Beam Transport Line Enclosure (~3,100 feet) • Linac Beam Absorber • Momentum Beam Absorber • Above-Grade Construction (10 new buildings) • Upstream Service Building • Klystron Gallery • Cryogenic Service Building • Typical Service Building (x4) • Center Service Building • Arc Service Building • Debuncher Service Building
Technical Issues • Technical Issues and Activities • Planning • Project Plan • Site Development (Master Plan) • Site Characterization • Wetland Mitigation • Space Management • Environmental Assessment • A/E and CM Selection • Project Reviews • Scheduling • Project Schedule • Construction Phasing • Scheduling Existing Facilities • Design • Base Plan Development • Beam Layout • Shielding Assessment • Alternate Configuration Doc • Injection Abort Design • Infrastructure Review • Sustainability
Technical Strategy • Strategies • Start A/E selection early to help with early design efforts and studies • Get CM on board early to maximize constructability and scheduling • Define Wetlands strategy – needed for Environmental Assessment • Start NEPA process and Environmental Assessment – need by CD-2 • Create Master Plan to coordinate existing and future experiments • Develop Space Management Plan early – need by CD-1
Goals and Timeline • FY09 • Update existing Proton Driver design criteria with revised or additional scope with input from L2 managers (includes FESS/Eng) for CD-0 submission • Revise cost estimate to match revised scope (includes FESS/Eng) • Determine best approach for architect/engineer (A/E) selection process • CD-0 Approval (Mission Need) achieved
Goals and Timeline • FY10 • Begin NEPA process, including writing Environmental Assessment and wetland permitting • Perform Site Characterization Studies • Create Master Plan for new and future facilities • Further develop design criteria and design and conceptual drawings in support of CDR • Work on Space Management Plans (needed for CD-1 approval) • Perform architect/engineer selection to help with drafting and graphics for CDR work in this phase (and other work later on) – develop design resource schedules • Start developing shielding assessment documentation • Support Alternate Design Configurations with drawing, schedules and cost ranges
Goals and Timeline • FY11 • Work through iterations of EA to support achieving FONSI before CD-2 • Finalize conceptual design and drawings and text for CDR for CD-1 Review (includes FESS/Eng, A/E) • Finalize status of existing facilities that could be reused for PX • Contract with A/E for preliminary design work • Perform Construction Manager selection for preconstruction services (estimating, constructability assessment) • Develop Sustainable Design strategies • CD-1 Approval (Alternate Selection and Cost Range) achieved
Goals and Timeline • FY12 • Perform preliminary design and create drawings and text for input to Technical Design report (includes FESS/Eng, A/E, CM) for CD-2 • Perform soil borings for facilities • Provide input into resource-loaded schedule with cost estimate and schedule information • Develop site preparation package to final design level for expected need for CD-3 approval (FESS/Eng, A/E, CM) • Begin advanced conceptual design for other construction packages in preparation for CD-3 (FESS/Eng, A/E, CM) • CD-2 Approval (Performance Baseline) achieved
Collaborators • Argonne National Laboratory (ANL) • Assist in preparation of Environmental Assessment and the preparation of NEPA documents and permit submittals • Various Architectural and Engineering Firms • Preparation of Conceptual, Preliminary and Final Design Documents • Provide Construction Management support
Summary • Early starts on long-lead permitting and approval documents • Construction methods are similar to utilized and proven construction methods previously executed at Fermilab. • The proposed site plan has been optimized for the accelerator requirements. Future layouts will consider existing topography, sustainability, watersheds, vegetation, natural habitat, and wetlands and will be thoroughly addressed in the Environmental Assessment for this project.
