The “Problem” • Some concrete buildings constructed before the 1970’s might be dangerous. • Where are they ? • Which ones are dangerous ?
The “Solution” • Find them. • Use FEMA 356. • Fix them.
Another “Problem” • Client receiving the news about the retrofit and its cost: You can’t be serious !
The Real Problems • We don’t really know the risks in terms of deaths, dollars, and downtime. • Current technical procedures cannot distinguish between “suspects” and real killers. • The currently implied costs are unacceptably high.
The Real Solutions • Define the risks in quantifiable terms. • Develop improved technical procedures and innovative retrofit measures. • Engage stakeholders for socially and economically acceptable implementation strategies.
Mission • Provide the leadership to reduce risks posed by collapse-prone concrete buildings by advocating for: • Improved technical knowledge to identify truly dangerous buildings. • Development of economical retrofit measures to prevent collapse. • Engagement of the broader community to ensure socially acceptable solutions.
