MRP Execution and Program Challenges • 2013 – Hard • Sequestration • Furloughs • Continuing Resolution funding constraints • Late release of funding, expectations of instant execution • 2014 – Harder • October – Government Shutdown • Continuation of CR – Limited project funding • Budget resolution pending (January) – Unknown impact(s) • Future year budgets • Munitions Response Program funding level despite overall ER,N cuts • Uncertainty on impacts of FY 13/14 on future year execution • Optimization/Performance • HQ running top-down optimization effort • Instead of how to do more with less – Maximize $ for site risk reduction
