Indicators in Environmental Performance Reviews (EPRs) of EECCA countries
Environmental Performance Reviews (EPRs) • The EPR program was initiated by the Organisation for Economic Co-operation and Development (OECD) for its members in 1991 • In 1993, European Environment Ministers requested the UNECE to undertake EPRs in countries in transition
Since 1994 • UNECE has produced 19 EPRs • Additional four EPRs in cooperation with OECD • 21 countries covered; two of them twice • EPR process currently taking place in two countries • Future – second reviews

National sources UNECE UN Statistics Division UNEP WHO UNHCR / IOM ITU EIU Economist Sources of data for EPRs
The general problems with environmental indicators. • Linkages • Continuous time-series • Indicators are policy tools
Identifying relevant indicators • Countries are very different • Environmental problems are diverse • Some “indicators” are needed very seldom; some are hard to “measure”
Getting the data • Consolidation • Collection • Harmonization
Finding the link • Water contamination and health • Agricultural production and soil erosion • Intensity of energy use • GDP and de-coupling
Country specific problems • Local standards • Technical hindrances • Political / social aspect • Financing • Timeliness
Indicators and 1990s • Country break ups • Currencies • Time-series • Interpretation of the data
EPR indicator requirements • Comparability between countries • Compatibility with OECD’s EPRs • Trends
Indicator selection criterions • Realism and practicality • Indicator sets • Sustainable development indicators
