Selection Certificate Procedures The following procedures must be followed in the order listed: Selecting Official: • Access Certificate on-line • View and Print applicant documents if needed • Conduct Interviews and Make Selection • Print Certificate and Complete • Fax Completed Certificate and SF-52 for Selectee(s) to State HRO • State HRO: • Route Completed Certificate for Approval • Once Approved, Notify Selecting Official • Selecting Official • Contacts Selectee with Job Offer with indicated Start Date • Completes On-Line Audit of Certificate
Accessing On-Line Certificate Step 1 Receive follow up message from HRO issuing username and password for ADV
Accessing On-Line Certificate Step 2 Login to Agency Document Viewer
Accessing On-Line Certificate Step 3 Change password
Accessing On-Line Certificate Step 4 Open Certificate Note: Selecting Officials may have more than one if multiple jobs are posted within their area

Printing ALL Applicant Documents • Step 4: Access report • To Access stored report: • Go back to USA Staffing • Click on Reports • Click on Stored Reports • Click on DRS • Click on Batch Print Documents • Click on Report Name • Print Documents
Rating and Ranking Applicants • Applicants are rated and ranked based on the following required documents: • Occupational Questionnaire • OF 612/Resume • Area 1 Applicants will have a tie broken by an HRO Specialist considering • Years of Experience • Technician Service Date • Service Computation Date • Area 2 Applicants will have a tie broken by an HRO Specialist considering • Years of Experience
Area 1 Applicants • Area 1 Applicants: Option A: Choose one of the top three area one applicants without interviewing the applicants. OR Option B: May interview all referred applicants and make selection.
Area 1 and Area 2 Applicants • Area 1 and Area 2 Applicants Combined: Option A: Choose one of top three area one applicants without interviewing the applicants OR Option B: May interview all area one referred applicants and make selection from the pool of area one applicants. OR Option C: Must interview all area one and area two referred candidates unless documented circumstances prevent conducting an interview (any area two candidate not interviewed will not be selected.)
Area 2 Applicants • Area 2 Applicants (only): Must interview all area two referred candidates unless documented circumstances prevent conducting an interview (any area two candidate not interviewed will not be selected.)
Helpful Hints • If an Area 2 Applicant is selected over an Area 1 Applicant • The Selecting Official must provide a letter of superior justification • Phone interviews are acceptable if not available for a personal interview • If interviews are conducted they will be thoroughly documented on GA HRR Form 335 (Interview Rating Form) • Do not ask inappropriate/personal questions • Only Job Related Questions • The Selecting Official is entitled to select or non-select from the pool of applicants.

Complete Printed Certificate Step 3 Selecting Official signs completed certificate If applicable, Certificate is routed through Chain of Command to Appointing Official (HRO-Staffing) Step 1 Complete Justification for Selection
Submitting Certificate and SF-52 to HRO When Printed Certificate is completed and signed by all appropriate levels in Chain of Command: • Signed Certificate, SF-52 for Selectee(s) to include compatibility information (UIC, Unit of Assignment, para/line, MOS) indicated in the Remarks Section, AND selectee’s resume are scanned to JFHQ - COS.
Submitting Certificate and SF-52 to HRO • After Certificate/Selection is approved: • HRO notifies Selecting Official to make job offer to Selectee with indicated start date and in processing date • Upon Selectee accepting the position, the Selecting Official: • Notifies HRO of acceptance date and time • Completes audit and closes out of job

Completing On-Line Certificate Click Save • Step 2 • Select Audit code • for each applicant • Step 3 • Check Complete • Step 4 • Click Save Select Codes Check Box
