AboutISA • Federal, State, and Local law enforcement agencies have an imperative need for further training in the area of anti- and counter terrorism, firearms, defensive tactics, and additional necessary training. Law enforcement agencies have continuously faced specific problems providing training to their personnel; the most common limitations are location, cost, availability, time, and staffing, in that order. Currently the law enforcement industry struggles to respond for the need to train officers. • In 2001, the concept of the International Security Academy (ISA) was designed to provide specialized solutions targeting needs in the Law Enforcement arena; to include local, national, and international tactical training, and other strategic services designed to meet current and future demands. Overall, ISA can be characterized as a high-profile specialized schooling company providing law enforcement, military and fire & rescue training. Our purpose is to fill the void existing from the lack of comprehensive training, and turnkey facility-type training programs locally, nationally, and internationally. • After the unexpected incidents on September 11th., 2001, our national security environment found itself completely unprepared to identify threats, to effectively counter terrorism, and with our Government services severely handicapped, to respond to these incidents. Since 9/11, the scrutiny among federal, state, and local law enforcement agencies brought to light the acute need to upgrade law enforcement and Homeland Security training and preparedness.

  9. Location The ISA training facilities location in Riyadh, SAUDI ARABIA is one of the keys to its success. Homeland Intelligence Technologies Saudi Arabia will be adding Its Homeland Security Specialist training courses, equipment and expertise to round out ISAas a complete Training Academy capable ofall aspects of Security, Safety, Logistics and Management.

Training Facility and Shooting Ranges • ISAwill be providing a variety of advance training for Federal, State, and Local Law Enforcement, Fire and Rescue agencies. • Self-defense training courses will be available for the public in our Defensive Tactics area. • ISA will be providing a variety of basic and advance firearms training to private citizens. • Self-Defense/Home-Defense Tactical Shooting

  12. Range Design / Plans ISA has made every effort to ensure the Ranges will be safe for the environment and neighboring area. Environmental expert Dr. Richard Peddicord has conducted an environmental study and created an Environmental Stewardship/Best Management Plan for the GTS Ranges. The Stewardship/BMP is in accordance with the with current environmental and safety guidance from the Environmental Protection Agency (EPA), the National Shooting Sports Foundation (NSSF), and the National Rifle Association (NRA). Sound Mitigation experts utilize the U.S. Army Corp. of Engineers (SARNAM) Small Arms Range Noise Assessment Model along with an ambient sound study to provide a comprehensive sound mitigation and abatement plan. This plan will ensure the sound from the ranges have minimal to no impact on the neighboring area. Traffic studies are underway to assess any impact of increased vehicles on local roads and provide improvement recommendations if needed. The design and construction of the ranges will be in accordance with the results and recommendations of these studies and in accordance with the EPA & NRA Standards.

  14. Training Ranges A ISA certified Range Safety Officer will be present during all hours of operation to ensure shooter safety and enforce all range safety rules. The two dedicated Training Ranges will be utilized for specific ISA firearms training courses and law enforcement agency use. The training ranges will designed with covered ballistic firing points and fully baffled to incorporate the “no blue sky” design for tactical shooting. This will ensure no bullet can leave the shooting area from any position on the range.

  17. Example of Range Rules • 1. FIREARMS BROUGHT INTO THE BUILDING MUST BE UNLOADED. IF FIREARM IS NOT IN A CASE OR CONTAINER, ACTION MUST BE LOCKED OPEN. • 2. ALL FIREARMS AND AMMUNITION WILL BE INSPECTED BY RANGE OFFICERS. • 3. NO HOLSTERED WEAPONS ARE ALLOWED ON THE PUBLIC RANGE. • 4. RANGE OFFICERS WILL BAR ANYONE ACCOMPANIED BY “THEIR PARENT” ON AND OFF THE RANGE AND AT ALL TIMES WHILE ON THE RANGE. • HANDLING A GUN IN AN UNSAFE MANNER. • 5. PERSONS UNDER 18 MUST BE 6. EVERYONE MUST WEAR EYE AND HEARING PROTECTION WHILE ON THE RANGE. • 7. NO MORE THAN TWO SHOOTERS ALLOWED ON A LANE WITHOUT RANGE OFFICER APPROVAL. • 8. NO STEEL JACKET OR STEEL CORE AMMUNITION. NO SEMI-JACKETED AMMUNITION. ALL AMMUNITION MUST BE FULL METAL JACKET OR LEAD. NO WOLF AMMUNITION ALLOWED. • 9. NO CENTERFIRE RIFLES. NO RIFLE CALIBER HANDGUNS. NO BLACK POWDER ALLOWED ON THE PISTOL RANGE. • 10. KEEP WEAPONS POINTED TOWARD BACKSTOP AT ALL TIMES. • 11. HANDLE ALL WEAPONS, MAZAGINES AND AMMUNITION IN BOOTH ONLY, NOT AT THE VIEWING WINDOW. • 12. NO FOOD, DRINKS, OR SMOKING ON THE RANGE. • 13. DO NOT BRING ANY LOADED OR JAMMED WEAPONS OFF THE RANGE FOR ANY REASON. IF THERE IS A PROBLEM, LAY THE GUN IN THE BOOTH AND NOTIFY RANGE OFFICER.

CEASE FIRE: ON THIS COMMAND UNLOADED, OPEN ACTION, LAY GUN DOWN, AND STEP BACK FROM THE LINE. • 16. OPEN ONE DOOR AT A TIME WHEN ENTERING OR LEAVING THE RANGE. • 17. RENTAL GUNS MUST BE USED WITH FIRING-LINE COPPER PLATED RELOADED AMMUNITION ONLY. • 18. FIRING-LINE RELOADED BRASS MUST BE RETURNED TO COUNTER. YOU WILL BE CHARGED FOR MISSING BRASS. REMEMBER THE BRASS IS THE PROPERTY OF FIRING-LINE AND WILL NOT BE ALLOWED TO LEAVE THE RANGE. • 19. RANGE OFFICERS WILL BAR ANYONE BELIEVED TO BE UNDER THE INFLUENCE OF DRUGS OR ALCOHOL. • 20. DO NOT THROW ANY AMMUNITION OR EMPTY SHELLS INTO THE TRASH CONTAINERS. PLEASE DO THROW PAPER AND PLASTIC GARBAGE INTO TRASH CONTAINERS. • 21. NON MEMBERS MUST BE IN A PARTY OF TWO OR MORE IN ORDER TO RENT A FIREARM. • 22. ALL TARGETS AND TARGET HOLDERS SHALL BE PLACED IN THE RECYCLE BIN AFTER USE. • 23. ALL BRASS AND SHELL CASINGS SHALL BE PICKED UP AND PLACED IN THE PROPER RECYCLE CONTAINER AT THE END OF THE DAY.Remember: Ear and eye protection on... Have fun... Be Safe

ISA will continue to pursue services from local businesses and encourage purchasing from local merchants. ISA has projected the training facility will operate with approximately 15-20 full-time and part-time employees from the local area. Many contractors will be employed during the initial construction, future expansions, and on a regular basis for maintenance of the facilities.
