BSR INTERREG IIIB programme after EU Enlargement 2004 – 2008 • Priority 1: Promotion of spatial development approaches and actions for specific territories and sectors. • Priority 2:Promotion of territorial structures supporting sustainable BSR development • Priority 3: Transnational promotion of institution building, strengthening the capacity for spatial development activities • Priority 4: Support for regions bordering candidate countries
BSR INTERREG IIIB programme after EU Enlargement 2004 - 2008 • New Priority 5 and 6: • Cross-border Cooperation (sub-programmes): • Estonia - Latvia – Russia • Latvia - Lithuania - Belarus • Technical Assistance: • Technical assistance to support the management • of transnational cooperation.
BSR INTERREG IIIB programme after EU Enlargement 2004 – 2008 Financing • Additional allocations to the IIIB programme: • around EUR 22 Million ERDF; • ERDF contribution to partners from new MS: • Max. 75 % ERDF plus 25 % national • New Member States eligible for ERDF: • 1 January 2004. • Alloctions to new Cross-border Priorities: • around EUR 8-9 Million ERDF each.
BSR INTERREG IIIB programme after EU Enlargement 2004 – 2008Cooperation at new EU Borders • Tacis CBC programme: • Most important instrument to finance cooperation with North–West Russia and Belarus; • Key implementation tool for EU’s proximity policy. • Different legal framework INTERREG – Tacis will remain - but further alignment envisaged! • More funding: from EUR 8 Million/year now to EUR 60 Million/year (?!) in 2006. • Tacis Small Project Facility (SPF) & Micro Facility.
