2. Principles of Faculty Governance • No policy should be adopted without widespread faculty input. • The Dean should have the authority to reject faculty recommendations. However, the Dean should explain the rationale behind the decision. • Faculty who are unhappy with College policy should have a public forum in which to air their views.

4. Responsibilities of theChairs of College Committees • The EFC or the Dean can require a committee to study a policy issue. • All committee recommendations are forwarded to the EFC – not directly to the Dean. • Rule does NOT apply to Promotions and Tenure Committee. • Committee recommendations MUST include written comments from all DEO’s.

5. How to Place an Issueon the EFC Agenda • By request of the Dean’s Office • By request of any EFC representative • By majority vote of any Department • By petition of the DEO Council

6. How to Call a Meetingof the Entire Faculty • By request of the Dean • By request of the Chair of the EFC • By majority vote of the EFC • By petition of 20% of members of the Faculty Assembly The EFC acts as an Executive Committee of the Faculty Assembly. The EFC may make recommendations to the Dean without calling a meeting of the entire faculty.
