State of EPBD Implementation and Building Certification on the Austrian market Gerhard Hofer Gerhard.hofer@energyagency.at
Austrian Energy Agency • Austria´s national energy agency (*1977) • independent non-profit scientific association • 50 members: • the Federal Government, • the Federal Provinces (Länder) • enterprises (energy industry and energy engineering) • financial institutions • interest groups, … • 65 employees • 6 Million Euro annual turnover
Competence of EPBD implementation (1) • Building codes: • Competence of the nine Federal Provinces, therefore: • Nine different … • building codes • regulations concerning new or refurbishing old buildings • conditions in the subsidy schemes for new and existing buildings • EPBD • most articles will be implemented by the Federal Provinces • only few regulations will be made on national level
Competence of EPBD implementation (2) • In General: Federal Provinces („Länder“) • Art. 7: Energy Certification - Sold and rented out buildings (Ministry of Justice)
Harmonisation of Building Codes • Before EPBD became effective: • Process of harmonising the nine Austrian building code • Coordinated by Austrian Institute of Construction Engineering (OIB) codes, guidelines • Status quo (draft): Harmonisation process including implementation of Art. 3 to 6 of EPBD Outlook (expected): Nationwide harmonised calculation method and minimum standards of energy performance for buildings • Outlook (expected): Nationwide harmonised energy performance certificate
Art. 3: Methodology • Based on existing calculation method for energy performance of OIB (heat demand) • Updated OIB calculation guideline „Energy performance of buildings“ • Status quo: extension of existing calculation method Heat Demand DHW Demand Air-conditioning, ventilation, built-in lighting, passive solar systems and solar protection existing Heating system losses + Aux. draft End Energy Demand End Energy Demand in process Primary Energy Demand + C02 Indicator
Art.4 - 6: Energy performance requirements • Status quo: Nine different building codes including definition on energy performance requirements • OIB building code (draft) • New residential buildings • Minimum Standards: 2006/2010 • In progress • Remaining building types according to EPBD • Existing buildings U-Values Heat Demand End Energy Demand
Art. 7: Legal implementation • Sold and rented out buildings • Ministry of Justice • separate act for implementation of EPBD (“Energy Certification Providing Act” EAVG) • Constructed and renovated buildings • Energy performance calculated with OIB calculation guideline • Energy performance (existing buildings) • detailed calculation method • Building typology (year of construction, area, U-values, heating system)
Art. 7: Transposition • Current proposal • National uniform transposition expected • Transposition of EPBD act on national level at Jan 2009 additional period
Art. 7: Independent experts • Current proposal: • some professional guilds are allowed ex lege • craftsmen with course and final exam • course for energy performance certificate issuing in preparation • national harmonised regulation for independent experts expected
Art. 7: Outlook • Determination on • Layout and content of energy certificates • Qualification standards for independent experts • Quality assessment • Developing of simplified methodology • Legal implementation of EAVG • Some important decisions expected soon
Art. 8 + 9: Inspection of heating and air-conditioning system • Before EPBD became effective • some regulations for inspection of boilers and heating system already exist (efficiency levels and emission limits) • In process • regulation for inspection of air conditioning systems • customer-oriented recommendations for improving the efficiency
EIE project: AUDITAC • Field Benchmarking and Market Development for Audit Methods in Air Conditioning • Objectives • market information concerning the inspection of Air-Conditioning systems • Information and motivation of relevant actors in terms of adoption • guideline for inspection of A/C systems (including best practise examples) • Aim • high quality audits instead of investment-grade audits
EIE project: STABLE • Securing The Take-off of Building Energy Certification: Improving Market Attractiveness through Building Owner • Objectives • Increase market attractiveness of EP certification • Increase the awareness and interest of European building owner by target campaign • Increase the certification related competence and knowledge level of qualified energy auditor • Transfer best practices on energy certification and building energy auditing
Summary • Implementation in process (for every article) • Including harmonisation of building codes • Still remaining activities for implementation • Final decisions for implementation for various issues has to be done soon! • EPBD implementation until mid 2006 • Transposition for (parts of) Art. 7 – 9 later than 4.1.2006 • Several projects supports the implementation
