  19. Solution #1: Great Compromise- Conn. Plan Bicameral- TWO HOUSE Legislature (MAKE LAWS) • Upper House/SENATE-2 rep per state • Lower House/HOUSE OF REPS. based on Population • $ bills start in House

  20. Solution #2: Northern and southern statesThe 3/5ths Compromise • 3/5 of the slave population will be counted in the states representation and property taxation. • NO ban on slave trade for 20 years but slaves will be taxed.
