  3. Previous Inventory Protocol • Mostly based on ICLEI Global Protocol for Communities • Set community boundaries • Categorized emissions by scope/sector • Evolved to include: • Community air travel • Energy for treatment of wastewater • Embodied energy in recyclable materials sent to landfill
