What is an Electronic Logging Device? • ELDs produce a time record as an alternative to hand-written, paper-based “logbooks” • Each Driver has a Display Device and each CMV has an ELD installed • The ELD gathers information about the CMV’s condition and operation • The ELD communicates with the Display Device and the application software to generate a time record (eLogs)

  5. What to Know Before You Start • Know Your Operations • What is a CMV? Where are they and how are they used? • Always a CMV? • Base State Threshold(s) • Interstate, Intrastate, or Both? • Can You Manage RODS Exceptions? • Know Your Fleet Composition • ECMs vs. Mechanical Motors • Do you use Rental Units? • You’ll need some spares • More CMVs than Drivers? • Know Your CyberSecurity Requirements / Restrictions • Onshore Servers? Cloud? Bluetooth? • Will Foreign National access the Data? • Physical Protection of the Facility

Acquisition Strategy • Perform a Formal ROI Calculation • Determine your current costs and how much you can spend • How will you fund the effort? • Carefully Craft a Scope of Work • Buy the device or buy the service? • Tethered or Hand-Held? BYOD? • “Ruggedized”? Holsters? Chargers? • What about Drivers that “don’t drive”? • eDVIRs or just RODS? • Recruit a Solid and Diverse Evaluation Team • Include IT, Security, Fleet, Labor Relations, Finance • Develop an Objective Evaluation Criteria • Go / No Go Elements • Technically Acceptable - Low Price or Best Value? • Scoring Methodology

Implementation Strategy • Develop a Transition Plan • Does the Vendor / Service Provider have an Onboarding Process? • Launch an Educational Campaign to Explain, Explain, Explain • eLogs are hyper-accurate • What is your policy regarding “violations” and “non-compliance”? • Phase-In or All-at-Once? • Where are the CMVs? • Where are the Drivers? • Allow time to “Practice” before Go-Live • Actively Manage the Transition • Performance Measures and Weekly Progress Reporting • BE READY - Learn to Troubleshoot “Everything”

Post-Implementation Strategy • Have you revised your Motor Carrier Operations procedure? • What will you do with all that data? • Central monitoring or functionally deployed POCs? • Hours of Service SMEs • Monitor often and coach early • Correct “bad habits” • Scorecards and Alerts • Speed and Hard Brake Events • Outage and Unassigned Driver • Geo Fencing and other electronic “bread crumbs” • Fault Codes • eDVIRS: Inspections with Defects / OOS Defects • Manage your hardware inventory: Surplus and replacements

Now What? • Stay Focused • Primary tool for Hours of Service compliance • All the other data is “gravy” • Stay Engaged • Learn everything you can about the ELD application and hardware • Ask the Drivers for feedback • Be prepared, don’t underestimate their knowledge / familiarity • Performance Measures and Reporting • Constant monitoring is necessary • Do not over-rely on “alerts”
