Overall Data Collection • The CDE collects parent involvement information in a variety of ways: • Monitoring Reviews • Parent Input Meetings • Parent Surveys • 800 number maintained by PSRS • PTIs and FECs input • Initiating a statewide online parent survey
SPP Indicator • Indicator 8 – Parent Involvement Percent of parents with a child receiving special education services who report that schools facilitated parent involvement as a means of improving services and results for children with disabilities (20 USC 1416(a)(3)(A)).
Calculation • Percent is calculated by dividing the number of respondent parents who report schools facilitated parent involvement as a means of improving services and results for children with disabilities divided by the total number of respondent parents of children with disabilities multiplied by 100. • Percent = No. of Parents Responding “Yes” x 100 Total No. of Responding Parents
Initial SPP and APR • Data collection begun in FFY 2005 (2005-06) through SESR parent input meetings and surveys • Approximately ¼ of the districts in the state • Added one question to existing surveys: “Did the school district facilitate parent involvement as a means of improving services and results for your child? “
Baseline Data • Baseline Data for FFY 2004 (2004-05) Overall 69 percent of respondents (25,610 out of 37,118 parents responding to the parent surveys) reported that schools facilitated parent involvement as a means of improving services and results for children with disabilities
Targets • Targets were established by a stakeholder group consisting of parents, administrators and professional organizations.
Sampling Plan Inadequate • OSEP Sampling rules could not be met by CDE • All districts over 50,000 report each year • Sample of districts needs to be a representative sample of the state • All districts must be sampled within a six year period. • Could not be met even with modifications of the monitoring process. • In order to get representative sample it would require some districts to repeat in consecutive years.
Change in Strategy • Met with ISES Parent Group to identify solutions • Basic Question collected through CASEMIS on a census basis • Additional input from families collected through monitoring • Additional input collected from families through NCSEAM survey (online)
CASEMIS • Parent Input field added to CASEMIS to be completed by parents of every student with IEP:
