P25 Project Overview • Modernize existing Public Safety Land Mobile Radio (PSLMR) system to: • Provide a modern, feature-rich system based on current standards • Improve service quality, coverage, capacity and interoperability for State and local agencies • Create seamless state-wide system to support first responders • Solution will comply with Project 25 (P25) standards for digital technology • New system will be available to local agencies who want to participate in these service offerings
Scope • Scope • Full project scope for state-wide implementation is unchanged and dependent upon funding. • Current Phase: Deploy P25 digital radio system in City of Albuquerque, Bernalillo County (ABQ/BC) and at Spaceport America (SPA) • 10 new trunked radio sites, core enhancements • New microwave backhaul • Radio, consoles, equipment and training for SPA
State wide deployment • Overall Strategy (Phases) • Actual scope per phase will be determined by available funding and local participation; will create detailed next-phase plan as funding secured • Tentative overall plan: • Statewide major roadway (I-25) coverage deployment and subscriber replacement • Statewide minor roadway coverage deployment 1 and subscriber replacement • Statewide minor roadway coverage deployment 2 and subscriber replacement • Statewide final coverage enhancement and portable coverage in selected areas • Currently in discussions with potential local partners: • Valencia County • Sandoval County • Eddy County – decided to participate as of 10.14.2019 • San Miguel County • City of Lordsburg / Hidalgo County • Continuing outreach to local agencies
Accomplishments to Date • Work toward P25 solution began as part of DoIT’s ongoing work to sustain and improve PSLMR • Accomplishments include: • Installed primary and redundant system core • Installed 8 digital trunking sites in metro area and Roswell • Purchased 250 subscriber units and accessories • Engaged in extensive outreach and information campaigns related to the P25 effort • Designed state-wide deployment plan • Designed ABQ/BC expansion • Designed SPA expansion • Obtained Technical Architecture Review Committee (TARC) approval for segments I and II • Obtained IV&V waiver • Executed contract with Motorola for initial implementation • Drafted interagency agreements with ABQ/BC and SPA • Began work on provisional service rates • Initiated P25 Project Advisory Committee and PSR Operations Working Group • Developed project management plan • Held design review with stakeholders
P25 Core Technology Primary Core • Hardware is fully redundant • Essentially a big packet switch • Uses various servers and virtual servers for management and administration • Majority of components are Commercial Off The Shelf (COTS) Oso Grande Geo-Redundant Core

Certification Request • Requesting combined Planning and Implementation certification for current phase of P25 Project (Albuquerque, Bernalillo County, Spaceport Expansion), and certification of an additional $11,300,704 for this work
