Math-Only students (not dually enrolled) require TABE-Math pre-test Dually enrolled in other regular ABE/ASE + Math-Only—required pre-test is TABE-Reading Dually enrolled in ESL + Math-Only—one ESL pre-test and TABE-Math Dually enrolled in VOC-Only/Foreign GED + Math-Only—TABE-Math required Math-Only Rules!

  5. Supplemental Costs • $3 per student, per unit of instruction MAX • ONLY for ASE students funded with State Basic and/or State Performance funds • ONLY public entities can charge • Not a “book fee”

  6. If a course is designated as 2 units of instruction (2*15=30 enrollment hour class), then a student may only be charged $6 for that class (2*$3=$6) Example

  7. Professional Development • Bachelor’s Degree minimum requirement for new instructors (excluding Voc. Instructors) • All instructors must attend 6 hours of P.D. • Allnew teachers must attend new teacher orientation • Foreign Bachelor’s Degrees must be evaluated.

  8. Professional Development • For FY07 this is will be maintained in files, not in STAIRS • For FY08 and beyond activities will be entered into DAIS-I and maintained in files • Tracked items • Date • Type • Number of hours • Notation on relevance (if needed)

  9. We continue to operate under guidance issued March 24th, 2005. 16-18 year old ESL students with no U.S. high school attendance who advance to ABE before they turn 19: do NOT need a H.S. separation form. do NOT need proof of an attempt to get that information. High School Separation

  10. NRS Changes • NRS has split Beginning ESL into two levels (Low Beginning and High Beginning) • NRS has dropped High Advanced ESL. • Other levels remain the same.

  15. AEFL Technical Appendix on Funding • Technical Appendix on Funding will be released October 31st. • This will be released every fiscal year by October 31st. • Details ALL data and ALL steps of funding methodology • After review, contact Regional Support with questions.

  16. Citizenship • Citizenship Only Students no longer have to be classified as ESL. • May be ABE / ASE or ESL • Community Colleges continue as before and await guidance. • Other providers must submit new courses if they do not have an approved ABE/ASE Citizenship course. • Effective Immediately.

Met Personal Objective • Effective Immediately: “Met Personal Objective” should be selected for the following reasons, only: • Post-tested into a higher NRS level and left the program. • Passed the GED test and left the program. • Obtained a HS diploma. • Entered post-secondary education and left the program. • Obtained a vocational completion and left the program. • Obtained U.S. citizenship and left the program.

  18. Met Personal Objective • Appropriate documentation supporting the selection of “Met Personal Objective” must be maintained in student folders. • If student separates for any other reason, one of the remaining ten reasons must be selected.

Lapsed Funds • Over $100,000 in lapsed state funds in FY06. • Effective in FY07, if a program lapses funds in a fiscal year, the following fiscal year they will be required to submit multiple expenditure reports. • January 10th—reflecting expenditures through December 31st. • April 10th—reflecting expenditures through March 31st. • As required at the end of the Fiscal Year.

Lapsed Funds • Multiple reports will be required for all ICCB AEFL funding sources. • If the report submitted through December 31st does not reflect expenditures equal to 40% or more of the allocated funding source for each funding source the programs payments will be frozen. • Frozen funds may also be released if the program releases funds through the request/release process.

  22. DAIS-I Specs

  23. DAIS-I Recommendations • 1 GHz computer (min. 256 Mb RAM) • Windows XP or Macintosh OSX (Panther) • Explorer 6.0+, Netscape 6+, Safari 1.03+, Mozilla 1.0+ • Ethernet, DSL, cable, high-speed wireless connection • Pop-ups allowed • JavaScript needs to be enabled

  24. FY08 Policy

Dual Enrollment • Beginning in FY08, students dually enrolled in ESL and ABE/ASE will be required to be assessed with an ESL test and the TABE-R. • Performance funds based on FY08 data will award point and level gains for two series of tests for students dually enrolled in these instructional types. • Test dates may overlap between 2 testing types.

ESL students may receive more than 1 ESL testing series (when appropriate) starting FY08 Pre-test date for 2nd series must be equal to or later than post-test on 1st Performance funding for point and level gains made on both assessments (when FY08 data is used) but only 1 will count for NRS Multiple ESL Tests

  27. Math-Only, Citizenship, Foreign GED, and Job-Skills Designations all need to be identified at the Course level beginning FY08 Approval now required for Foreign Language GED Course Identification

  28. Summer Classes • Do NOT enter FY07/08 summer classes into STAIRS • Hold out, then enter directly into DAIS-I • STAIRS and DAIS-I handle summer classes differently

  30. TABE Issues • Problems have been coming in from the field regarding the use of the TABE 9/10 Locator • This information, along with the letter in your packet has been forwarded to the U.S. Department of Education, Office of Vocational and Adult Education • In the meantime, you may consider using an alternative method to Locate students

  31. Administer TABE 7/8 Locator Has more items Higher reliability, lower SEM Proceed with TABE 9/10 Alternative Method

  32. TABE 9/10 Locator • Should never be used in place of a pre-test or post-test • When using, keep in mind Standard Error of Measurement (SEM) provides a range • 9/10 Locator has fewer items, therefore not as reliable
