….. International S&T co-operation between European and Third Countries research teams has been constantly improving since the 1992 Rio Earth Summit. Under the impetus of Agenda 21 (Rio Declaration on Environment and Development), management oriented research for the sustainable use and conservation of natural resources and the environment, including water resources, have been specifically introduced into the specific programmes funded through the Framework Programme for Research of the European Union. Within the 6th Framework Programme International Research in Water can be funded both within the 6FP Thematic Priorities as well as the International Co-operation (INCO) Global Budget allocated to International Research Co-operation Thematic Priorities 285 M EURO INCO 315 M EURO Additional resources will be available through ‘HUMAN RESOURCES AND MOBILITY’ to fund research training for partner country researchers up to 110 M EURO International Research Co-operation within the 6th Framework Programme New Instruments Integrated Projects Networks of Excellence

Preliminary Objectives of the Working Group • Overall Objective (Long Term) • Contribute to the effective implementation of the EU Water Initiative. • Contribute to more informed/updated policy formulation with regard to European role and contribution in international scientific co-operation in the water sector. • Specific Objectives (Short and Medium Term) • Provide for better targeting of existing resources, co-ordination and appropriate implementation strategies. • Promote awareness and ensure proactive participation of partner countries. • Disseminate information, promote international visibility and appropriate use of European research in the water sector.
Working Group Progress • Preparatory Session - 5th December 2002 • Participants from: • Austria, Denmark, Germany, Greece, Finland, France, Italy, United KingdomandCommission (ENV, DEV, AIDCO, RTD) • Main objectives of the meeting: • Preparatory discussions between the EC, EU Member States and stakeholders on WG scope, working modalities and programme. • Discussion on a mapping exercise of European activities in international water research; • Other relevant matters of the Research Component design phase in anticipation of the 3rd World Water Forum (Kyoto, Japan, 16-23 March 2003).

Major problems in collecting research related information... • Usually no central institution coordinating all type of co-operation with Partner Countries (especially in MS with sizeable volume of projects) • Involvement of different ministries in charge of development co-operation, environment and research policy (though co-ordination is building up in some Member States) • Not easy to separate between purely research activities and those part of development co-operation programmes
Some Facts…... • Data received are being processed and a synthesis document is being prepared and will be presented in Kyoto. • A brochure reporting a non exhaustive state of the art of International Co-operation activities at European Commission level has been prepared and will be distributed in Kyoto (see next).

Other issues under discussion…. • Establishment of communication links and promotion of synergies between EC, Member States and National partner countries programmes, with different implementation modalities, (i.e. independent research, development co-operation programmes, etc) • Establishment of contacts with the NGO community to widen stakeholder participation • Identification of Targeted Regions/Countries and Thematic Areas • Dissemination of Information with particular focus on institutions in Partner Countries.
