The MEPRS Manual Update Process • Validate All MMIG Approved Manual Policy Changes since Nov 2000 • Achieve Tri-Service Consensus on Substantive Manual Content Changes • Document Approved Manual Changes • Document Unresolved Policy Issues for Future Update “Parking Lot” • Prepare for Formal SD 106 Review Process with Military Departments
Process for Manual Update • The MMIG reviewed the following: • Manual (old/proposed) • Issue Paper/SCR Documents/Database • MMIG Meeting Minutes/Action Items • MEPRS FCC Data Queries • EASIV Tables Changes • DMHRSI LCA Design Documents • Service Issues and SME input • MMIG Strategic Plan • Service POCs Consulted Service Advisors/SMEs for feedback on revisions to specific FCCs. • Reviewed Chapter by Chapter and Appendix (Focused on Changes) • TMA Documented all updates to the Manual: • Professional technical writer editing support • Submitted changed document for mandatory Washington Headquarters Services (WHS) pre-edit review.
Level of Effort • MMIG Spent a total of 6 full days on Manual Update: • All three Services represented w/TMA Contractor facilitation and support. • Navy requested and other Services concurred with Total MEPRS Manual Review vice Update of Approved Changes. • Will Only Approve Manual that is reviewed 100% Reviewed/Rewritten – Approved Issues/Process Changes Only are Not Sufficient. • Air Force & Army Concurred with Navy Position • Resolution of “Low-Hanging” Issue Papers/SCRs • Capture of Significant “Parking Lot Issues.” • All MMIG approved changes have been captured.
Timeline • 20 June - 11 August 2006 • Reviewed, Validated and Approved Changes: • Chapters 1, 3, 4; Appendices 7 & 4 • Chapter 2, FCC A** B**, C**, D**, E**, F** and G** • Chapter 5 sent out for review via e-mail • Final MMIG Manual review update meeting 11 August 2006. • Changes researched, analyzed, captured, inputted and final MMIG inputs received on 1 September 2006—Nutrition Care Revised FCC descriptions. • Perot Systems Technical Publications review for proofreading, and editing 11-20 September 2006. • Prepared 104 item List: “Parking Lot (42)/Open Issues (62) for follow-up tracking and resolution. • Prepared 60 item old/new MEPRS Manual Change matrix. • PSGS PM / client final review /edit ECD 29 September 2006. • New WHS mandatory pre-SD 106 coordination review 29 September – 23 October 2006. • TMA completed mandatory extensive style and formatting changes 31 October 2006. • SD 106 Preparation– 31 October 2006. • Begin Work on “Parking Lot” Change 1.
Change Summary • 1. Update in Chapter 2 to reflect current EASIV multiple Service Units, and allocation factors. • 2. Consolidation of the Manpower and Expense and MEPRS Reporting Requirements Chapters (3&4) to include the addition of a Data Quality paragraph, standardization of Assigned FTE (Mil/Civ), update to Skill Types. • 3. Complete rewrite of the MEPRS Issue and Resolution Process Chapter (5) streamlining the process. • 4. Deactivation of several MEPRS FCCs (FF--Vet, EBG, BHH, DBF, All E cost pools), consolidation of several (EBG, DGA/DGE, GBA/GBB,GGA/GGB) and the addition of 3 MEPRS FCCs. (EBJ, BBM, BED). • 5. Rewrite of FCC FDG to include AWOL, PCS, ETS in addition to TAD/TDY PCS enroute. • 6. Rewrite of Appendix 7 MEPRS Available/Nonavailable Time Business Rules to support PPS and match Private Industry clinical time capture. • 7. Deletion of Appendix 4 (Weighted Procedures) and incorporation into Chapter 2 (UCA). • 8. Deletion of Appendix 6 (MEPRS Data Sets). • 9. Updated Manpower and Expense to Labor Hour and Expense to reflect current industry terminology. • 10. Updated all references. • 11. Updated Appendix 3 (standard FCCs) to add Service units and Allocation factors in one Table. • 12. Updated Appendix 5 MEPRS Data Elements to reflect all data elements available in EASIV. • 13. Re-formatting of entire document to reflect new WHS Publication format guidelines. • 14. Update of Depreciation FCC to match DoD FMR depreciation.
Parking Lot Summary • Revise Charter (Tasked TMA vs. Empowered Services). • Full Capture of Contractor Expenses (FTEs and Expenses). • TMA Policy Review on Standardization for Reporting Child/GSU Units. • Standardization of Capturing Provider Admin Time (Cost Center vs. E Codes). • Proper Use of Admitting/Treating Patients Within Generic vs. Specialty Services. • Application and use of “cost pools” by the Services. • OB//GYN (FCCs BCA,BCB, and BCC) consolidation—Navy requests it. • SDS/APU (FCCs DGA/DGE) consolidation Army Issue—can’t execute. • Pharmacy workload/personnel and expense reporting for Satellites—Service organization and execution. • Blood Program—What is the MHS function at the MTF level. • Interventional Radiology—workload capture. • EKGs, EEGs, EMGs—Service organization issues prevent deletion of codes as requested by Navy Issue paper. • ICU (FCC DJA,DJB, DJC) consolidation—Needs CHCS fix to implement. • BASEOPs—Clarification and Execution. • Depreciation—Navy Issue paper. • Capture of Free Receipts Expenses (fire and police protection). • Overhaul “F” Codes to Reflect Current Business Practices
Lessons Learned • Transition from EASIII to EASIV was not captured accurately in Nov 2000 Manual. • Service/TMA Understanding and Execution of Policy is not consistent for various reasons (historical knowledge, org structure, vague policy etc.). • New programs (i.e., PPS, Accrual Fund, Itemized Billing) necessitate re-look at MEPRS conceptually. • Services preferred face-to-face page-by- page manual review and discussion, then take issue back to SMEs for input. • Variation by the three Services concerning actual execution of MEPRS codes was identified for validation and standardization. • MEPRS Manual review and update is at a minimum a 6-month process to research, validate, discuss, and document MMIG approved changes to begin Formal SD 106 coordination.
What’s Next • Formal SD 106 Coordination. • Prioritization of Parking Lot. • Training and education of Manual Changes to users. • Start of “Change 1.” • Separation of Policy from Business Rules (MMIG Strat Plan Objective). • Creation of MEPRS Processing Guidelines. • More detailed guidance • Annual Update with Tables
