AF Community Partnership InitiativePublic-Public; Public-Private Partnerships (P4) “Leveraging military installation and local government capabilities and resources to reduce operating and service costs in support of the AF mission” Mr. Steven Zander Air Force Community Partnership Program
BLUF “The Art of the Possible” The AF is developing policy and guidance to implement a framework that will facilitate creating, prioritizing, managing, and executing prototype installation-community partnerships
The Environment • Reduced Service budgets/DoD requirements • Helping Communities undergoing change that may include force structure changes and defense industry reductions • New Partnerships • SECDEF: “Close participation between DoD and communities is crucial…in an era of austerity.”
Vision • Public-public and public-private (P4) partnerships offer a means to leverage the capabilities and resources of military installations, local governments or commercial entities to reduce operating costs and the cost of services while retaining or enhancing quality AF and Local Community Leadership is key!
AF Goal • Bring AF leadership and resource support to Installation and Community leaders as they develop, prioritize, and implement prototype P4 initiatives
AF Policy and Guidance • Under development, but learning by doing, how to support Installation and Community leaders with policy and guidance. • Exploit FY13, Sec 331 legislation and existing authorities to identify potential P4 initiatives • Created a cross-functional Task Force of subject matter experts to address potential issues • Current AF goal: empowered Installations and Community leaders using the prototype AF process leading to a Table Top Exercise. • An analytical, methodical approach to achieve shared understanding to create shared value • Set conditions to see what ideas these smart people can identify--help them see what opportunities may exist.

Prototype AF Policy and Guidance 1. Installation leadership must be fully supportive of the concept—Wing leadership is key! (MAJCOMs must be aware of and concur). 2. Community leaders must be fully supportive of the initiative—most installations have a military affairs committee or like group so Installation leaders have a fairly good idea who should be invited to participate and can gauge their commitment. 3. The Installation and Community leaders need to use our AF process for identifying potential initiatives which leads to a Table Top Exercise within a 6-8 month timeframe When proactive Installation leaders call the AF asking how to become part of the prototype program they are told they must meet three criteria:
Prototype AF/ANG Community Partnership Locations • The AF currently is working with the following prototype installations and communities: • Kingsley Field ANGB - Klamath Falls, OR • Ellington Field - Ellington, TX • Fairchild AFB - Spokane, WA • Tinker AFB - Oklahoma City, OK • Hill AFB - Ogden, UT • Sheppard AFB, TX – Wichita Falls, TX • Note: Typically more than one community partner was represented at and participated in the Partnership meeting(s)
“The Art of the Possible” Summary The AF is developing policy and guidance to implement a framework that will facilitate creating, prioritizing, managing, and executing prototype installation-community partnerships
