ORGANISATIONS WORKING UNDER KAPM(R&D)ACT AND ACTIVITIES Organisationsworking under Karnataka Agricultural Produce Marketing (Regulation and Development) Act, (KAPM (R&D) Act)1966 and Rules, 1968: • Directorate of Agricultural Marketing (DAM) • Karnataka State Agricultural Marketing Board (KSAMB) • Agricultural Produce Market Committees (APMCs) Activities: • Regulation • Development • Welfare • Promotion.
DEVELOPMENT ACTIVITIES • Provision of basic infrastructure facilities for trade of notified commodities is a major function of APMCs. • Facilities are provided at main and sub market yards and sub yards and also at rural markets • Annual action plans are prepared by the APMCs and are implemented after obtaining the approval of the appropriate authorities of the DAM. • The plans and estimates for the works are prepared and executed by the Engineering Cell of the DAM. • Internal source of finance collected by imposing market fee and licence fee is the major source of spending for development works by APMCs. • In addition to this there are other sources of finance also. They include. • Central Sector Schemes • State Sector Schemes
DEVELOPMENT ACTIVITIES DURING 2009-10CENTRAL SECTOR SCHEMES • Rural Infrastructure Development Fund (RIDF):Totally 649 rural markets are developed by investing an amount of Rs. 69.34 crores under this scheme during 2009-10, 16 works worth Rs.5.00crores are taken. • ASIDE Scheme: During 2009-10 Rs. 26.50 crores works are initiated for this purpose and Rs. 12.05 crores works are completed at Bydagi. • Cotton Technology Mission Scheme: Different cotton markets are developed by spending about Rs. 20.09 Crores under this scheme. • Scheme for Development/Strengthening of Agricultural Marketing Infrastructure, Grading and Standardization: About Rs. 64.63 Crores worth works are proposed in different markets of the state. During 2009-10 19works worth Rs.136.00crores are started under this scheme. • Rastriya Krishi Vikas Yojana: Under this scheme Rs. 10.50 crores worth 39 worked are approved during 2009-10.
DEVELOPMENT ACTIVITIESCENTRAL SECTOR SCHEMES • Grameena Bhandara Yojana: Totally 194 rural godowns at a cost of Rs. 19.44 Crores are constructed in the state under this scheme. During 2009-10 266 works costing Rs.40.83 crores have been started. • National Horticulture Mission: About Rs. 50.51 Crores are invested under this project in the state and a subsidy of Rs. 12.62 crores are received from Government of India. During 2009-10 Rs. 52.00 crores worth 17 works have been takenup.
DEVELOPMENT ACTIVITIESSTATE SECTOR SCHEMES • Grants from Zilla Panchayaths: The State Government gives grants through Zilla Panchayats for market infrastructure under this scheme • Development of markets in backward areas: As per the recommendation of Dr. D.M.Nanjundappa Committee it is proposed to develop 39 markets in backward areas by an outlay of Rs.93.51 Crores. • So far over Rs. 1000 crores are spent by the APMCs in the state for providing infrastructure facilities for trade of notified commodities.

Marketing Reform Measures • On the guidelines of the Agricultural Produce Marketing Model Act of GOI the Karnataka Agricultural Produce Marketing Regulation Act is amended vide notification No.PASE 42 Act, 2006 Bangalore, dated: 16th August, 2007. • The KAPM(R&D) Rules amended vide Notification No. CD 229 MRE 2007 Bangalore, dated: 19th March, 2008. • Apart from physical infrastructure, functional infrastructure like Grading, Packing, Processing, Value addition, Storage etc., are given importance.
PROPOSED ACTIVITIES DURING 2010-11 • Rastriya Krishi Vikash Yojana: 1.Computersiation of APMC activities: Rs.6.00 crores. 2.Establishment of VHT and Irradiation units at Hubli for Storage of Export of Onion & Fruits: Rs. 10.00 crores. 3.Infrastructure for Turmeric marketing at Chamarajanagar: Rs.4.20crores. Total under RKVY is Rs.20.20 crores.
DEVELOPMENT OF WHOLESALE MARKETS UNDER STATE ASSISTANCE • Wholesale Private Markets Rs.5.00crores. • Rice Technology Park Rs.36.00crores. (under PPP Model) • Action plans are approved for development of main and sub-markets in the state with the market committee funds.
OTHER ACTIVITIES • Mobilization of Rs.800.00crores for the revolving fund for purchase of commodities from farmers in case of distress sale. • Market Led Extension and Training Activities to strengthen the Agricultural system in the sate. • Introduction of Electronic Tender system of sale in the markets where they are not introduced.
