  2. To fulfill this policy, which aimed to provide all the protective and preventive ways for humans and equipment. Everyone is responsible for performing all activities by means that ensure achieving this objective.

  3. Safety Objectives PETROSAFE safety activity is committed to keep both employees of company and clients to work healthy in safe conditions according to local/international codes and standards.

  4. PETROSAFE Safety Activities: • Preparing HSE Management System. • HSE Audits. • Preparing HSE Manual. • Review and assessment of lightning and earthing systems. • HAZOP Studies. • Hazardous Areas Classification.

  5. PETROSAFE Safety Activities: • Qualitative and Quantitative Risk Assessment studies “QRA” • Hazard materials transportation studies through roads/ pipelines. • Job Hazard Analysis. • Administration Buildings Audits. • Emergency Response Plan.

  6. HSE Management System Prepared reference according to HSE codes which is considered as a guide manual for all technical and administrative work. Definition:

Performing all activities related to HSE within defined strategy to achieve the highest production efficiency in maximum quality, without any impacts on the environment, providing the maximum protection for the company itself, employees, equipments, materials, assets, and surrounding society. All Petroleum companies (Production/ Refinery / Petrochemicals/ Storage and Handling/ Marketing and Distribution). Setting a system capable of managing all HSE activities. Activity may be executed to:

  9. HSE Audits Definition: It is a methodology to evaluate the performance degree of HSE management system established to show: • The effectiveness of safety management system in control risk. • Awareness extent for all employees with those systems.

  10. The commitment of all posts to apply those systems. HSE Audit is the most important main component in the loss prevention programs for any site. It provides a detailed idea to the top management to determine where they stand from applying safety management system. Objective:

  11. Measuring and monitoring of performance and application for those systems and complying with the company policy. Also it measures the effectiveness of the HSE programs to reach high performance levels to keep work place safe without any risks or accidents.

  12. Scope of Work: • Site top management meeting to describe the objective of the audit. • Review for all HSE documents. • Site tours to compare the documents with the applied status. • Interviews with employees. • Preparing the report including observations and recommendations.

  14. HSE Manual Reference prepared according to HSE requirements needed for petroleum industry in compliance with local and international standards applied in petroleum sector. Definition:

  15. Objective: Issuing HSE reference which is taken as a baseline for managing safety at site to mitigate / reduce accidents and injuries and to improve employees safety performance.

Scope of Work: • Type / Nature site tasks study. • Recognizing the organization chart of company and how it is related to safety department. • Reviewing operability references of different operations and its safety requirements. • Reviewing site safety work procedures and its compliance with local and international systems.

  17. Activity may be executed to: • All Petroleum companies (Production/ Refinery / Petrochemicals/ Storage and Handling/ Marketing and Distribution). • Chemicals and Petrochemicals industrial factories (Outside Petroleum Sector).

  18. Lightning and Earthing System Review Review and evaluation for lightning and earthing systems, is one of protection systems needed for facilities to mitigate probability of explosion and fire. Definition:

Objective: Activity may be executed to: Petroleum companies (Production/ Refinery/ Petrochemicals/ Storage and Handling/ Marketing and Distribution/ Factories dealing with chemicals and petrochemical products). To ensure that connection of lightning and earthing system to the site internal network is sufficient to mitigate the probability of fire/explosion.

  20. Scope of Work: Reviewing documents and maps of the connections and readings of periodical tests. Site tour and reviewing earthing connections. Measuring of random samples by using characteristic apparatus. Preparing a report including comments and recommendations.

  21. Definition: Hazard and Operability Study(HAZOP) Is a study to determine all hazards related to operations in process and resulting from excess/poor/no feed to process units. Objective: • To determine the hazards related to operations process and set protection systems to mitigate occurrence probability and its impacts.

  22. Scope of Work: This study is executed for all existing/ new operating units. Also, for any vital modifications in the process/ equipments/ units. • Team work from all technical field to study operations in process through reviewing engineering drawings and PFD.

  23. Activity may be executed to: Petroleum Companies (Production/ Refinery/ Petrochemicals/ Storage and Handling/ Marketing and Distribution). The factories / companies outside petroleum Sector.

  24. Definition: Qualitative/Quantitative Risk Assessment Studies “QRA” Is a study for determination of expected hazards which could arise from operations in process, and their consequences/ environmental impacts. The expected hazards may be fires, explosions, leak of flammable/ toxic gases.

  25. Objective: Scope of Work: Recognizing the impacts of different expected hazards (fires/ gas leaks). Setting the precautions to mitigate the probability of occurrence. • Collecting data/ documents review & analysis, determining the expected hazards that may arise from operations in process.

  26. Petroleum Companies (Production/ Refinery/ Petrochemicals/ Storage and Handling/ Marketing and Distribution). Activity may be executed to: Data insert into the software program to get flowcharts & modeling that show the fire/ leakage gases contours. Preparing the study including comments and recommendations to mitigate/ control impacts if expected hazards occurred. • The factories / companies (outside petroleum Sector).

  27. Definition: Hazard Materials Transportation Studies through Roads/Pipelines Objective: Is a study to determine the expected risks related to hazard materials transportation. • Determination of expected risks related to transportation. • Setting procedures to mitigate the probability of risks occurrence during transportation.

  28. Site tours to the used transportation roads/ pipelines. • Checking surrounding area during transportation. • Determining impacts of hazard materials on environment and humans. • Preparing the report including comments/ recommendations and instructions how to handle and transport that material safely according to local/ international standards. Scope of Work:

  29. Activity may be executed to: Petroleum Companies using roads or pipelines to transport hazard materials.

  30. Definition: Job Hazard Analysis Objective: Evaluation to the risks related to daily routine work. It is a practical way to determine safety requirements to execute tasks. Determining the expected risks that may occur due to daily routine work execution to set safety procedures to mitigate the occurrence probability of any accidents or injuries.

  31. Scope of Work: Activity may be executed to: Review all work procedures. Setting the suitable methods to achieve the high quality work performance. Issuing safety procedures to do work safely. Definition: Hazardous Area Classification Hazardous area classification drawings are one of the important requirements to mitigate the occurrence probability of Fire/Explosion accidents that may arise from electrical equipment. It is used to determine the areas which need special equipment, where there are flammable / explosive gases.

  33. Preparing drawings which are used for determining areas which need specific precautions when electrical equipment are fitted. Objective: • Reviewing the client site drawings (drawings showing the operation units / drawings showing the process flow diagram). • Determining zones according to the applied International standards.   35. Administration Buildings Audit Definition: Revision on the HSE systems and HSE requirements in the administration buildings to keep employees working safely and to mitigate the occurrence probability of accidents or injuries.

  36. Objective: Determining hazards related to executed activities in administration buildings to provide safety requirements needed for mitigating the occurrence probability of accident/ injuries for all employees.

  37. Scope of Work: • Site tour to buildings to determine hazards that may arise from executing jobs to determine safety and fire systems protection / prevention in the buildings. Issuing report including audit results and safety precautions that shall be available in building.   39. Objective: Being ready to face any emergency case to mitigate its impacts, damages or losses that may arise from its occurrence through capable management to face that with good performance. Dealing with all emergency cases immediately and trying to control it to avoid the worst cases and its impacts.

  40. Scope of Work: Site tours to determine hazards related to site activities and the available fire fighting equipment to be used in case of emergency. The emergency plan is prepared according to hazards related to site activity and surrounding area. Activity may be executed to: Petroleum Companies (Production/ Refinery/ Constructions and Maintenance/ Petrochemicals/ Storage and Handling/ Marketing and Distribution).
