    3. 3 ROAD MAINTENANCE, JOB CREATION AND POTHOLES The Department of Public Works is not the Road Authority, however DPW accounts for Roads within facilities under its custodianship. The roads constructed and maintained by the Department are of low Traffic Volume within Military Bases, Prisons, and other National Government Facilities. Road related services the Department appointed qualified and Experienced Civil Engineers to carry out the design and documentation.

    4. 4 ROAD MAINTENANCE, JOB CREATION AND POTHOLES (continued…..) The Department would review the design parameters by the Engineer to ensure that there are no over design or under design, and the cost effectiveness of the design solution proposed based on the guideline document of South African National Standards (SANS) & Technical Recommendation for Highways by Department of Transport (TRH).

    5. 5 APPROACH ON POTHOLES REPAIRS The Department has elected the potholes repairs as the catalyst for Job Creations, while assisting Municipalities with maintenance backlog on potholes. The Department sought technical support from CSIR and Agr?ment South Africa to understand the complexities of potholes CSIR was approached for best technical approach on dealing with potholes

    6. 6 APPROACH ON POTHOLE REPAIRS (continues….) Agreement South Africa was to establish the availability of accredited material for potholes repairs and filling; The Department has further discussed the specifications of existing roads to determine the best possible solution on material selection and method of repairs with respective roads authorities (Tshwane, Johannesburg Road Agency (JRA), Free State and Mafikeng). Every Authority has its own preference with Tshwane & JRA preferring hot mix asphalt for surfacing; The Department has adopted the guideline of CSIR of classification of various pothole formations and the repair approach.

    7. 7 COMPLIANCE TO EXISTING REGULATIONS The method of repair will follow CSIR guidelines: Saw Cutting of the potholes to rectangular shapes Repairing of the base material Backfilling (materials approved by Engineer) Compaction per layers using appropriate compacting hand operated machinery Sealing of the surface as per preference of Road Authority (Cold or Hot Mix Asphalt) Joint treatment between existing and new surfacing Specification of Material In the absence of the accredited material by Agr?ment SA, all material will be in compliance to SANS and TRH. The Engineer will give approval of the material before application by Contractor.

    8. 8 QUALITY ASSURANCE All material to be used by Contractor will have a manufacturing certificate outlining material composition, the engineer will approve use of material; The Consultant Resident Engineer will be on Site on Full Time Basis to ensure compliance to Specifications; The Department will randomly conduct tests on completed repairs (officials have attended CSIR induction Seminar of Potholes Repairs); In the Area where we have started, Gauteng Province there is a committed for internal Engineering Division/s to conduct random quality inspections. When problems are identified they would communicate their findings to the Department who then addresses the issue with the Engineer on the Project; Both the Department, Road Authorities will have regular site meetings to discuss progress and contractual issues.

    9. 9 GUARANTEE PERIOD All repair works will have a twelve months guarantee period; The Department will retain a sum equal to 10% of contract value as retention; Within the period the contractor will make good all defective work on her costs; Every Pothole identified and Repaired will have an identity, e.g. GPS coordinates. Failure to repair the works, the Department will appoint alternative contractor and levy the costs from defaulting contractor.

Lessons Learned: Pilot Project – Tshwane Metro Collaboration with Municipalities is critical for the success of the project; In-depth consultation with Spheres of Government is essential for the successful recruitment of beneficiaries; Inconsistencies or lack of specifications to repair potholes within the Municipalities is a big challenge, in our engagements municipalities they would insist on hot mix irrespective of the condition or original road specification; We have found that contractors graded in civil works lack capacity to undertake road maintenance potholes repair without constant guidance of engineers and quality monitoring. Without this monitoring the quality of works cannot be guaranteed (costs for quality monitoring) 14
