National Laws • “Normal laws” enforced nationwide • Drafted in Congress or Senate
Examples • All vehicles must register with the LTO annually • All VAT or E-VAT must be paid whenever goods are bought
RA 9262– made 3/8/04 • Aims to protect women and children from domestic abuse • Also provides punishment for those who do not give shelter to these victims

RA 9334– made 12/21/04 • Increases tax on tobacco and alcohol products • 2 birds with 1 stone—more revenue and less smokers/drinkers • “sin tax” • Cigarette companies and wine companies don’t like this law

Local Ordinances • Laws made by local (city or municipality) government, only for enforcement in that locality • Every city has its own set of unique ordinances based on its needs
Anti-basaan Ordinance • St John the Baptist day-June 24 • St (San) John (Juan) • Tradition to douse passersby and cars with buckets of water
Anti-basaan Ordinance • Tourists and transit working passengers complained; • Ordinance passed: no “basaan” at noontime
No plastic ordinance • Only enforced in area of responsibility (Muntinlupa)
Number coding • Mainly enforced in METRO MANILA by MMDA • Used to regulate traffic flow in congested city centers
Barangay Orders • Laws instituted by the barangay council and only implemented within barangay • Enforced by barangay police
Barangay order • IN Greenhills West, we can only put out the trash on Mondays • Other days are prohibited to reduce clutter on sidewalk -- Barangay police checks regularly
Car stickers • Greenhills only • Greenhills West stickers can be used to enter Greenhills Northeast but not Greenhills East
Presidential Decrees • Law issued drafted directly from president • Has same weight as national law • Can be changed if president changes and new one chooses to change it
PD 1829 • Outlaws obstruction of justice • Goes against keeping wanted person fugitive, interfering with police searches, etc • Made by Ferdinand Marcos • Marcos had many PD’s because most laws came fro;m him under Martial Law
PD 96 • Made by Former President Marcos • Only authorized vehicles like police or hospital vehicles can use sirens • Before Pnoy’s reign, not properly enforced • Pnoy’s policy of “NO WANGWANG” supports PD 96
