  2. Group A: Safety Management Road Safety Funding • Shortage of Funding • Raise of funding for road safety program through; road tax, license levy, insurance, enforcement fine and health promotion fund (sin tax) • Country Road Safety Trust Fund

Group A: Safety Management Road Safety Research • Road Safety Research Institution establishment • Research outcome sharing that can be translated into implementation through common language • Monitoring and evaluation of road safety program/activities/action plan by research authorities • Research institution funding support

  4. Group A: Safety Management Partnership and Collaboration • Capacity building/training on all road safety components • Regional partnership cooperation enhancement, i.e. through Asnet • ASEAN Road Safety Working Group establishment

Group B: Safer Road User RSE, Public Education, Driver Training • Opportunities to hear about best practice, details of programs and funders, and theoretical frameworks, evaluation – via ASNET? • Standard RSE program across the region, but the opportunity to “make it your own” with some illustration and content • Behaviour change initiatives – drawing on theory, social marketing & evaluated initiatives already undertaken in the region 5

Group B: Safer Road User • How to use and promote road safety initiatives under a Corporate Social Responsibility obligation • Safe Routes to Schools program – generically funded, but locally driven. • Shared understanding about how to get police to link advocacy & enforcement • Sharing of initiatives on driver training – and establishment of some standards in relation to length, content, types of graduated licensing systems

  7. Group C: Safer Roads Reactive to priorities Black spots • Improvement to data • Definition of blackspot & training in relation to this • Scope for raising funds for this • Road User Focus • Crash type focus

  8. Group C: Safer Roads Proactive • Road Safety Audits • Training needed • Sustain capability • Long term support from ADB • IRAP • Centre of Excellence – sustained capacity & commitment

  9. Group C: Safer Roads Planning • Road safety principles built into economic development • Capacity Building of NTSC • Expertise needed

Group D: Safer Vehicles Priorities in vehicle road worthiness & safety standards. – with harmonization of standards the real issue is establishment and implementation of inspection systems • Training and support around inspections to meet new standards at all levels (on the ground and upwards) • Models for approval for approval and certification systems • Opportunities for networking around best practice

  11. Group D: Helmet Standards • Opportunities for networking around testing systems and standards • Support for approaches for enforcement of helmet standards at the supply level. • Availability of affordable helmets • Support for public awareness campaigns around use of standard helmets

Group E: Safer Systems Priorities Accident data systems (Police and Health) • Sourcing funds for establishment and maintenance of centralized data system • Centralized systems with common format, common indicators and common guidelines • Identify country points & provide training • Develop appropriate legislation to support above.

Group E: Safer Systems Priorities for traffic legislation & law enforcement • Facilitate knowledge sharing through centralized meetings & setting up of database on enforcement activities • Professional development of police, road authorities & legal sector • Political will for effective enforcement from ASEAN leaders on member states

  14. Group E: Safer Systems Priorities for Emergency Medical Services • Conduct needs assessment of EMS in each member country • Establishment EMS performance indicators based on needs assessment • Facilitate acquisition and distribution of necessary medical equipment
