  1. Renewable Energy Action Plan Martin Finucane DCENR

  2. Renewable Directive • Published in June 2009 • Requirement for National renewable energy action plan • Due by 30 June 2010

  3. EU position • Combined Climate Change and Energy Package • Renewable energy target 20% of EU energy consumption from renewable sources • Different targets for each Member State • Ireland has target of 16%

  4. Target Assessment • Forecast Gross Final Energy Consumption from 2010 to 2020 • Allow for Energy Efficiency measures • Break into Electricity, Heating/Cooling and Transport Sectors • Transport target minimum of 10% • Flexibility mechanisms joint projects or statistical transfer

  5. Current Position (1) • Electricity - 2004 4.0 % of consumption • 2009 14.4% of consumption • 2010 target 15.0% of consumption • 2020 target 40.0% of consumption

  6. Current Position (2) • Transport • 2004 nil • 2009 1.50% • 2010 target 3.00% • 2020 target 10.0%

  7. Current Position (3) • Heat • 2004 3.6% of consumption • 2009 3.9% of consumption • 2010 target 5.0% of consumption • 2020 target 12.0% of consumption

  8. Contributions to targets 2009 Contributions to GFC RES-E 2.7% RES-T 0.6% RES-H 1.5%

  9. 2020 Targets effect • Electricity (40%) ~ 9% of energy • Heat (12%) ~ 4% of energy • Transport (10%) ~ 4% of energy

  10. Template tables

  11. Measures to achieve target • Measure and Legal Reference • Measure description and expected result • Existing already or Planned • Start and End Dates for each Scheme • Regulatory, Financial or Information

  12. Specific Measures required (1) • Administrative Procedures and Spatial Planning • Technical Specifications • Buildings • Information Provisions • Installer Certifications • Electricity Infrastructure Development

  13. Specific Measures required (2) • Electricity network operation • Biogas integration • District Heating and Cooling infrastructure • Biofuels Sustainability criteria

  14. Support Measures • Electricity Support schemes • Fiscal support Measures including investment and operational aid • Regulatory Support Measures • Description with legal reference, details of scheme, duration, past impact assessment and expected future results

  15. Biomass Promotion • Biomass availability – domestic and import • Forestry resource assessment • Agriculture resource assessment • Waste resource assessment • Agricultural land dedicated to energy production in 2007 • Measures to increase Biomass Availability

  16. Cooperation Measures • Statistical Transfers between Member States • Joint projects with Member States or third countries • Joint support schemes • Estimated excess/deficit renewable energy compared to indicative trajectory

  17. Plan being drafted by Renewable Energy Division in conjunction with relevant State Bodies
