Efforts for increasing the area under Double / Multiple cropping & Cropping Intensity • Area under double cropping increased due to - interventions through “Mission Double Cropping” from 2011-12. - area expansion under assured irrigation. - timely supply of quality seeds & other inputs.
Gearing up Pathar Parichalana Samity (PPS) as instrument of change. • 24,400 PPSs formed (Target – 50,000 PPSs). Role envisaged Field based planning for increasing production & productivity. Encourage homogeneous cultivation at cluster approach. Motivating farmers for double / multiple cropping. To be provided with agriculture machineries. Facilitator for better implementation of departmental schemes.
Initiative to compensate production loss of foodgrains due to natural calamities (2012-13) • Free distribution of foodgrain seeds : 28,396 quintals. • Distribution of fertilisers (DAP) at 50% subsidy : 48,395 quintals. • Free tractorization : 0.87 lakh hectare. • Total area covered : 2.36 lakh hectares. • Farmers benefited : 6.13 lakh. • Financial involvement : Rs. 3694.80 lakh under State Plan.
Initiatives taken for imparting training to farmers • Organizing training at Block, District & State Level. • Organizing training especially for women farmers at District & State Level. • Imparting on-field training through Farmers Field Schools. • Organizing training before each crop season and demonstration. • Imparting training to members of Field Base Pathar Parichalana Samities (PPSs). Training has been arranged for 20,000 members during 2013-14. • Involvement of Resource Person from AAU & KVK for imparting training.
New initiatives in Mechanization • New State Govt. guidelines for efficient, effective and transparent delivery mechanism - • - Involving Gaon Panchayats in selection of beneficiaries. • - Selected beneficiaries informed through SMS. • - Activitywise timelines set from receipt of application to delivery of tractors / tillers / machineries. • Establishment Agro Service Centre / Agril. Machinery repairing Centre in Rural areas - • - Door step servicing and repairing of machineries. • - Create Employment Avenue to rural youth. • Establishment of custom Hiring Centre in Rural areas - • - Facilitates poor farmers to procure / hire Agril. Machineries.
New initiatives in Mechanization • Mechanization of Pathar Parichalana Samitties by providing machineries / improved implements - • - Increase cropping intensity, production and productivity. • - Increase efficiency of Agril. Operations. • Post harvest facility – • - Establishment of 250 nos. Mini Dal Mills. • - Establishment of 500 nos. Mini Oil Mills. • - Establishment of 34 nos. of Modern Mini Rice Mills. • - Construction of Cold Storage – 5 nos. (5000 MT) • - Construction of Rural Godown (200 MT capacity) – 15 nos. • - Construction of Grain Storage (1000 MT capacity) – 9 nos.
Initiatives to enhance credit flow through KCC • Simplification of procedure for KCCs. • Hand holding of the farmers till KCC is disbursed. • Stamp duty on Agricultural Loans up to Rs. 50,000.00 have been waived. • KCC loan made interest free (GOI – 3% & State Govt. – 4%) • Regular State & District level monitoring.
Initiatives for procurement of Paddy • Engaged a State Agency in procurement for the first time. • Concerned officials trained. • Awareness through print and electronic media. • No. of paddy procurement centres increased from 20 in 2011-2 to 34 in 2012-13. Further increased to 65 nos. in 2013-14. • 6.21 lakh quintals procured during last 2 years. Target for procurement set at 7.0 lakh quintals in 2013-14. • Collaboration with PRIs and cooperative fedaration.
Collaborative efforts Department of Agriculture has also tied up with the following organizations for development of agriculture – • A. INTERNATIONAL RICE RESEARCH INSTITUTE (IRRI) : • Promotion & extension of Stress Tolerant Varieties of Rice. • MOU being signed. • B. NABARD : • Installation of 1.00 lakh Shallow Tube Wells. • Setting up of Cold Storages. • Financing of Terminal Market. • Preparation of DPR & monitoring.
Collaborative efforts C. ASSAM AGRICULTURAL UNIVERSITY : • Our technology partner. • Special programme for sand silted area of Lakhimpur & Dhemaji districts. • D. ASSAM GRAMIN VIKASH BANK : • Providing loans to facilitate payment of farmers share for purchase of agricultural machineries. • MOU signed. E. APEDA : • Establishment of 2 nos. of Pack Houses with Cold Storage at Karimganj & Tinsukia under Common Infrastructure Scheme.

Our Vision (To attain by the end of 12th FYP) • Increase Rice production to100.00 lakh MT – at present 52.33 lakh MT. • Self sufficiency in Pulses – at present 40% of requirement. • Self sufficiency in Oilseeds – at present 55% of requirement. • Increase area under Assured Irrigation – at present 33% of Net cropped area. • To increase Farm Power to attain national level – at present 1.02 HP per ha.
Future Strategies • Increasing productivity through technological interventions. • Emphasis on irrigation through Shallow Tube Wells will continue to bring more areas under assured irrigation. • Additional 1.37 lakh hectares will be brought under Hybrid Rice cultivation during 2013-14 to ensure food security. • Emphasis on mechanization to ensure farm power availability of 1.25 HP per hectare at the end of 2013-14. • Extension through training & demonstration will be strengthened further. • Bankers will be persuaded to extend credit to farmers in bigger way.
Road Map • Tie-up with IRRI. • Self sufficiency in quality seed production. • Emphasis on Summer Rice through Mission Double Croping. • Emphasis on Hybrid Rice especially for Summer paddy. • Bringing more areas under Irrigation. • Emphasis on Mechanization to facilitate quick & smooth field preparation to push cropping intensity. • Capacity building of farmers & field officers for absorption of new technology in collaboration with IRRI & AAU. • Leveraging modern Post Harvest Technology.
