The Baltic Everyday Accidents, Disaster Prevention and Resilience Project Towards a joint macro regional approach in the Baltic Sea Region (BSR): • Prevention and Preparedness • Minimizing consequences of Everyday Accidents Contributing to: • Priority area Secure of the EU BSRS Action Plan • It’s Flagship Everyday Accidents Duration: 1 February 2014 - 31 January 2016

Objectives and Expected Results • Prevent and reduceconsequencesofaccidents and crises • Create a common understanding • Establish a platformfor sharing- statistics- experiences- best practices- methodology for lessonslearned • Improved collection and analysis of impact and response data from everyday accidents • Common understanding of accident statistics and evaluation of experiences • Decision support at local, national and EU level with common knowledge, accident profiles and identified best practices • Better community awareness and resilience in BSR

Tasks • Knowledge Base and Data Kick-off Meeting/Seminar in Finland • Assessment: Evidence meets Societal Needs Mid-term meeting/Seminar in Latvia • Awareness Raising, Bridging and Building Community Resilience Concluding Meeting/Seminar in Poland • CoordinationManagement, evaluation and reporting • DisseminationSuccessive provision of BaltPrevResilience information

5. Activities • Three thematic seminars: • Collection of evidence based knowledge • Assessment of information and data and learning • Awareness raising and building resilience • Seminars (UNEP APELL type) Facilitating dialogue between relevant BSR civil protection actors and stakeholders . • Supplementary studies: • Procedures for gathering, learning, dissemination and use of evidence based accident data • Implementation of evidence based accident data in BSR • Available data sources covering also escalating accidents

6. Task 1:Knowledge Base and Data A learning system, built on basic data:– Minimum Data Set, i.e. general statistics, and in-depth data – Enhanced Data Set, i.e. data and experiences from evaluation of more significant incidents Actions: • Scientific overview of implementation of evidence based accident data • Presentation of available data sources covering escalating accidents • Procedures for gathering, dissemination and use of evidence based accident data in BSR Objectives: • Common understanding of statistics and experiences from everyday and escalating accidents • Sharing and learning from evidence based knowledge and best practices • Enhance accident prevention, create resilience and address climate change

7. Task 2:Assessment Evidence Meets Societal Needs Objectives • A platform for collaboration to reach trans-operability results, i.e. across sectors and administrative and jurisdictional boundaries • Develop shared understanding and prevention policies in support of long-term methodology improvement efforts. Actions: • Establish a network/forum for joint analysis of statistic data within the field of fire prevention through expansion of the existing Nordstat cooperation • Establish best practices in capturing evidence based data and dissemination of resulting accident profiles

8. Task 3:Awareness Raising, Bridging and Building Community Resilience Objectives: • Foster and promote raised awareness and knowledge • Build bridges between sectors and levels • Establish communication between relevant civil protection actors • Enhance protection from accidents and crises and create better BSR resilience Actions: • Concluding Meeting/Seminar and for this to prepare: - A document on partnership cooperation in floods - A simulation model of escalating flooding in the city

9. Project Meetings/Seminars Six Steering Group Meetings 3 back-to-back with the Project Meetings and:- Denmark, June 2014 - Estonia, June2015 - Sweden, January 2016. Supplementary: Two tentative small Focus Group Meetings for each Task (1, 2 and 3, respectively). Work in tasksTask 1: February 2014-September 2014 Task 2: August 2014-August 2015 Task 3: December 2014-November 2015 Project Meetings/Seminars:  • Kick-Off (Finland): February 2014 Seminar case study: new protection strategy • Mid-term (Latvia): February 2015 Seminar case study: local level safety and risk management • Concluding (Poland): October 2015 Seminar case study: flooding scenario • Cross-border coordination, provide/receive assistance - EU guidelines

10. Project Management Objectives: • Coordinate and monitor the project’s progress through a Steering Group • Conduct a dialogue with a wider group of BSR civil protection actors on the basis of studies and three APELL type seminars • Disseminate continuously throughout the project duration in various ways.
