  2. THE GENERAL VIEW OF ISKUR As a PublicEmploymentOrganization,Itwasfounded in 1946 withthe name of JobandEmployerFindingInstitutiondepending on Ministry of LabourandSocialSecurity. Theinstitutiongavegreatimportance of findingjobandemployeractivities. Withthereorganization in 2003 as a new name of TurkishEmploymentOrganisation(ISKUR),theorganizationgive a greatimportance of diversifiedactiveemploymentpolicies(VocationalTrainingsforSpecialGroups,VocationalTrainingCourses, Public Works, InternshipProgams, EntrepreneurshipPrograms,JobandVocationalCounselling, VocationalTrainingForEmployees) andpassiveemploymentpolicies(unemploymentinsurance,shorttermpayment,wageguaranteefond). Besidesthat,ISKUR has a vitalresponsibilitytoperformandapplythesepolicies.

Jobandvocationalcounselling is a vitalactivelabor market program suchthat; • providesthepersontochoose a jobandvocationthat is propertothepersonfeatures, • utilizesthepersonabouteducationalopportunitiesrelatedwiththechosenvocation, • facilitatesthepersonjobadaptationandjobplacement.

  10. FIRST JOB AND VOCATIONAL COUNSELLING OPERATIONS IN ISKUR OurOrganizationstartedtocarryouttheguidanceservices in 1951. Theseactvitieswereperformed • 1951-1972 in service units, • 1972-1991 in branches at solely Ankara. • Theyear 1991 thesebrancheswereopened in 5 cities in Turkey. • Theyear 1992 , in thatbranchesfounded “VocationalCouncellingCenters”

DURATION • Afterthe 90s tilltheend of 2011 aboutallcities in Turkeythebrancheswereopened in thisfield. • Intheend of 2011 İŞKUR Law has beenchanged. • Bymeans of thisregulationthenewdepartmentfounded, which is “JobandVocationalCounsellingDepartment” • At thebeginning of the 2012, İŞKUR employed 2000 newqualifiedJobandVocationalCouncellors. • ISKUR planstoemployanother 2000 counsellors in a veryshort time.

  12. OUR MAİN TARGET IS : FROM NOW ON EVERY UNEMPLOYED PEOPLE HAVE ONE JOB AND VOCATİONAL COUNCELLOR!

  13. THE ROLE OF THE JOB AND VOCATIONAL COUNSELLING DEPARTMENT • Togivejobandvocationalguidanceservicestotheregisteredpersonto ISKUR which is jobseekersandemployers. • Topresentvocationalguidanceservicestostudentsandjobseekers. • Tocoordinateactandactionsrelatedwiththejobandvocationalcounsellors.

  14. JOB AND VOCATIONAL COUNSELLIG SERVICES AİM Tosupport a people, who is in a period of howtochoose a vocation,wanttoimprovevocationalskill , wanttochange a joborvocation,havesomebothersaboutfinding a job,havesomedifficultiestohave a vocationortochoose a job, havevocationaladaptationproblems.

JOB AND VOCATIONAL COUNSELLIG SERVICES IMPLEMENTATION METHODS • IndividualMeetings: When a person has somedifficultiestofind a joboracquirevocation, wanttochangeorwanttoworkwayup; they ask for a meetingtoseeourcounsellors.Thejobandvocationalcounsellors (JVCs) listen tothesepeopleandif he\sheneedstoapply a test tothisperson,apply a vocationalinclination test.Bythis test; weunderstandthatwhichvocation is suitableforthatperson in theend.

JOB AND VOCATIONAL COUNSELLIG SERVICES • ClassMeetings: TheJVCsillustratevitalpointsabouttochoose a vocationandtheimportance of toopt a truevocationforthestudentsfromlearning at primaryandsecondaryschools.TheJVCsgivedetailedinformationtothesestudentsaboutoccupationalopportunities of vocationaltrainingandchoices of uppertrainingandlearning.
