Potential Phase V Issues • Potential issues comprise continuation of work in progress and issues suggested by Stakeholders and TLU Members. • Other issues welcome. • Continue refinement of VEIA. • Refine technical approach as appropriate. • Incorporate any results from ongoing regional dialogue. • More detailed evaluation of California GHG standards (AB1493, Pavley). • Consideration of relationship with VEIA. Potential Phase V Issues • Continue evaluation and potential development of VMT reduction measures. • PAYD, Parking Cash-Out, Others? • Refine emissions estimates and evaluate potential measures for nonroad mobile sources. • Evaluate “reward” type programs for encouraging personal efficiency improvement actions. • Red, yellow, green. • Benefits for acting green. Potential Phase V Issues • Evaluate congestion management programs. • GHG implications uncertain. • Reduced congestion will reduce driving costs, exerting upward pressure on VMT. • Improved flow will improve fuel efficiency UP TO a certain point (about 50 mph), so non-highway congestion improvements could be beneficial. • Remaining Action Plan options. • #20: Expand Bicycle/Pedestrian Infrastructures, #21: Commuting Efficiency Program, #22: Commuting Trip Reduction Initiative. • Other issues?
