Historical Data • New Parameters (BOD, TSS, temp) necessitate creation of almost 20 years of data. Backfilling 20 years of data, may result in loading up the model with much ‘assumed’ data (which could undermine efforts to make the results as accurate as possible) • Work group must come to an Agreement on Default Values where data is absent • “Significant Discharger” definition for a domestic facility varies between jurisdictions. Consistent industrial definition proposed as a nutrient load equivalent to 3,800 lbs TP/year or 27,000 lbs TN/year.
Future Data Reporting • Decisions and agreements needed on the appropriate percentages to break TN (into NO2, NO3, NH3, TKN) and TP (into PO4 and OP) • Agreement needed on default values to use for data which is either absent and/or new parameters (i.e. BOD/TSS)
Temperature Specific List • Creates a new and different database of 210 facilities (i.e. power plants, etc.) where elevated temperature of the discharge (not nutrient content) is the concern.
The Bottom Line -Additional Work!! • Phase IV reporting by the States suggested 3 parameters: flow, TN (NO2, NO3, NH3, TKN) & TP (PO4 & OP) • Phase V includes 12 parameters: flow, NH3, NO2, NO3, TKN, PO4, OP, DO, BOD, TSS, temperature, & TOC. • What it means for the EPA PS Data coordinator? Instead of handling ~ 24,910 data points; he will now handle ~47,500 • What it means to the jurisdiction? Data reported will more than double w/out additional resources or funds (implementation grants go for NPS programs).
Includes more than a septic system. What is the correct nutrient load delivered to the edge of field? Phase IV assumes 40% for TN and 0% for TP. Most of the jurisdictions believe TN delivered for Phase V should be higher (60%) How should BMP’s (connections) be tracked & reported to CBPO? How can number of systems be better estimated? Onsite Disposal Systems
